This position is in the Salisbury VA Medical Center, Office of Health Informatics (OHI), Salisbury, NC. Incumbent will serve as the Supervisory Program Analyst of Informatics. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.
Duties
Major Duties
Supervises a staff of Informatics employees to accomplish the work of the health informatics office.
Enable healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them.
Primarily serve to manage one major, distinct, health informatics program at the facility and will coordinate with and provide cross-coverage for other informatics programs and their managers when needed.
Responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics including administrative and clinical data and data management services or systems, and the electronic health record and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA.
Cultivate and maintain effective relationships with key partners and stakeholders that impact informatics from the central office level, through the facility level.
Work the thorough analysis of a workflow (at a level more granular than end-to-end [E2E] business process activities) to consider opportunities for the potential improvement or optimization of the behavior of people, systems, information, and tools.
Perform all other duties assigned by the Chief, Office of Health Informatics and Facility Leadership.
3 Years of CAC experience is preferred.
Work Schedule: Monday- Friday, 8:00am to 04:00pm or Supervisor Discretion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: 3 Years of CAC experience

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; applies an end-to-end process to evaluate workflows, identify issues, and develop solutions based on best practice guidelines; experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques; acquainted with technologies that are likely to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions; and ensures the success of multidisciplinary teams to lead and manage informatics-related projects.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required.
