This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Salisbury VA Health Care System (SBYVAHCS), in the Engineering Service. The incumbent provides analytical and evaluative support of integrative organizational and program management, as well as advanced support to Engineering activities.
Duties
Duties include but are not limited to:
General Compliance Activities
Responsible for the comprehensive compliance of Engineering Service with numerous regulatory and accrediting entities.
Responsible for ensuring that Facilities follows, and ready for the full range of inspecting/accreditation organizations including TJC, Commission on Accreditation of Rehabilitation Facilities (CARF), Occupational Safety and Health Administration (OSHA) and Internal VA evaluations and investigations, e.g., Office of the Inspector General/Comprehensive Assessment Program (OIG/CAP), Office of Safety, Health and Environment (OSHE), Annual Workplace Evaluation (AWE), Green Environmental Management Systems (GEMS) and IT Oversight & Compliance (ITOC).
Works with assigned COR to ensure responsiveness for triennial life safety survey and corrective action contract(s); dovetails needs/tracks/reports/integrates outcomes of this periodic survey and subsequent corrective actions with compliance program files and actual compliance practice within the Medical Center.
Responsible for developing and instituting preventative maintenance requirements for equipment related to the compliance program. This is accomplished through the analysis of compliance directives and requirements, manufacture recommendations/specifications, laws and regulations, and the input of subject matter experts (SMEs) and any other applicable sources.
Responsible for developing and implementing/updating local policies; defining administrative requirements; and/or providing advice to top management on related issues.
Specific Life Safety / Environment of Care Compliance Required to Maintain Accreditation by The Joint Commission
Exercises expertise in health care operations, develops and/or oversees the development of information related to facilities management, project management, accreditation standards and develops performance management tracking tools.
Provides relevant administrative data to identify, quantify, and resolve organizational problems. Integrates software applications by: (l) evaluating the unique needs of the specific clinical services in conjunction with the capabilities of the software and coordinating any required modifications; (2) reviewing the effectiveness of the systems and procedures to assure optimum benefit to patient care activities; and (3) troubleshooting when functionality is compromised by determining the cause of and/or the solution to the problem.
Assists the program directors and other management officials in resolving difficult and complex problems which may be confined to a single program or extended across several programs.
Reporting Requirements
Responsible for ensuring the service line receives status reports and advises supervisor of any specific areas that need additional attention.
Serves on a variety of hospital inspection teams to include Environment of Care Construction Rounds, and Mental Health Compliance teams to evaluate the status of all areas in the Medical Center.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of a wide range of accrediting bodies or entities (both internal and external). Analyzing data and making presentations and recommendations for improvement. Developing and utilizing evaluation techniques to perform ongoing assessments. Extensive research regarding policies, how current work is being performed, and conduct the gap analysis; establishing and managing communication plans that identify target audience, appropriate messages, activities, and resources needed.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. Physical Requirements: Work for the most part is sedentary with no special physical demands. It may involve some walking, standing, bending or carrying of light items.
