Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Management and Program Analyst, you will use your knowledge of and experience with the Office of the Chief Information Officer to optimize business results and customer experience by:
Provides expertise, leadership, and support to Federal and Agency initiatives, to include Information Technology Acquisition Reform Act (FITARA) initiatives and other enterprise governance programs.
Applies expert knowledge of acquisition reviews and analytical skills and ability to perform enterprise governance reviews and provide documented analysis and findings and recommendations.
Identifies and analyzes issues, problems, and challenges facing the organization; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership.
Formulates and recommends additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations. Advises managers and program officials on policies and procedures including actions to be taken to improve financial and procurement oversight in accordance with established requirements.

Qualifications
WHAT WE ARE LOOKING FOR
Must have at least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service performing at least three (3) of the following:
Conducting analysis and governance reviews in the areas of IT acquisitions, FITARA compliance and/or capital planning and investment control.
Establishing critical partnerships across an organization as well as within external federal government agencies.
Interpreting and evaluating legislation and congressional priorities.
Using quantitative and qualitative data and analytics tools for problem solving, decision making and escalation determinations.
