Duties
The CHIPS Investments Division is looking for a Supervisory Management and Program Analyst who is excited to work with a new, evolving team!
As a new Supervisory Management and Program Analyst on our team, you will:
- Oversee the planning, direction, and execution of CHIPS application process and award issuance for grants and loans
- Develop and manage processes for tracking and monitoring CHIPS loan distribution and Other Transaction Agreements (OTAs)
- Collaborate with NIST, Commerce Department, and other federal agencies to interpret and apply CHIPS Act laws and regulations
- Supervise CHIPS Program Analysts in negotiating terms and conditions, preparing award documents, analyzing performance, and conducting compliance assessments
- Implement internal controls and direct root cause analysis to maintain the integrity, accountability, and transparency of CHIPS programs
Requirements

- Merit applicants must meet time-in-grade/band requirements, as applicable
- Completion of Confidential Financial Disclosure, Form OGE-450

Qualifications
Basic Requirements
Applicants must possess one year of specialized experience equivalent to at least the GS-13 (ZA-III at NIST) level.
Specialized experience is defined as:
- Interpreting and applying complex federal laws, regulations, and policies related to grant and loan programs or other financial assistance awards
- Conducting oversight, tracking, and monitoring of grant and loan programs or other financial assistance awards, AND
- Implementing internal controls, risk management processes, or program evaluation strategies for grant, loan, or financial assistance programs
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
