The primary purpose of this position is to correlate all aspects of major project areas studied and define visions of business processes to achieve future and ideal states by applying process improvement methodologies to eliminate inefficiencies and improve productivity.
Duties
Analyzes and evaluates various maintenance processes and procedures and provides recommendations to resolves substantive issues of effectiveness and productivity of work operations in the servicing organization.
Plans, schedules and facilitates improvement initiatives within schedules and priorities established by higher management.
Identifies situations/processes, which need to be analyzed and improved.
Visits other organizations or contractor facilities to observe applications of improvement technologies related to Lean and discuss their potential for use in the organization.
Comply with all established rules and organizational policies.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying quantitative and qualitative process improvement methods and techniques to issues or studies concerning productivity and effectiveness of programs and maintenance operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Through knowledge of maintenance/production/industrial management policies, principles and practices.
Knowledge of a wide range of Lean qualitative and quantitative methods used in conducting studies of major project areas that require application of process improvement principles.
Knowledge of Lean program goals and objectives, sequence and timing of operational events and milestones.
Skill in planning and conducting comprehensive process improvement activities to affect the changes necessary to improve the Lean Maturity Level of the organization.
Ability to communicate effectively, both orally and in writing and to build rapport with others.
Skill in preparing project papers and staff reports.
Skill in organizing and delivering briefings to managers to encourage understanding and acceptance of new processes.
Ability to articulate and communicate intricate Lean concepts and theories as they pertain to the wing's process improvement vision to all levels within the wing.
Skill in quantifying costs/savings derived from successful Lean activities.
Skill in managing projects, the scope of which may affect the entire wing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
WORK ENVIRONMENT: Assignments may require visits to manufacturing, storage or other industrial areas and involve moderate risks or discomforts. May require occasional travel.
