Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for this position, you must have either: -IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations; OR -a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. In addition to the basic requirements above, you must meet the following requirements: To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as assisting in utilizing various structured system designs, computer system theories and working knowledge of IT metric methods, tools and techniques to analyze the system performance.  - OR 1 full year of graduate level education; or superior academic achievement (Superior Academic Achievement Definition); degree in an academic discipline described above. To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as utilizing a variety of IT policies, guidance and standards to analyze and measure IT performance metrics; working knowledge of structured system design approaches and theories. - OR master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; degree in an academic discipline described above. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of IT concepts, principles, methods, and practices; to plan and carry out assignments; provide advice and guidance on a wide range and variety of IT issues; and interpret IT policies, standards, and guidelines. Skill in oral communications. Skill in applying IT policy and planning formulation process; capital investment planning principles and methods; enterprise IT goals and objectives; IT metrics methods and concepts; performance management/measurement methods, tools, and techniques; requirement analysis principles and methods; acquisition management policies and procedures. Knowledge of a wide range of information/communications concepts, techniques, methods, and procedures. Knowledge of information systems, structured system design approaches, computer systems theories, technique and applications. Knowledge of IT concepts, principles, methods, and practices; to plan and carry out assignments; provide advice and guidance on a wide range and variety of IT issues; and interpret IT policies, standards, and guidelines. Skill in written communications. Knowledge of contract management sufficient to review requirements of IT contracts in accordance with terms, conditions, and specifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
