About the Position: Serves as the Chief Engineer on Tugboats over 65 feet long with various horsepower ratings. This position is actively engaged in all aspects of maintenance and repair work on all marine vessels, marine infrastructure, heavy equipment, supporting land facilities, and projects.
Duties
Operates tugboat over 65’ feet in length, and displacing 500 gross tons, and has up to 2000 horsepower engine(s) or more.
Operates other machinery on board consisting of bilge, fire and fuel pumps, High-pressure air compressor, air tanks, hot water heating system, and the electrical system.
When required, supervises, directs, coordinates, performs and checks the repair work to be accomplished within estimates and approval budgets.
Responsible during navigation season for tending and servicing all vessel equipment and for maintaining the engine room in a clean and orderly condition.

Prepares for and accomplishes coordinated plans, repairs or maintenance during proper winter lay-up and off season for the vessel’s machinery and equipment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must hold a U.S. Coast Guard Chief Engineer's license commensurate with the type of engine room machinery and equipment, horsepower, and characteristics of the vessel to which assigned.
- This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R
- This position requires a pre-employment physical exam AND annual physical due to the physical requirement of the position.
- This position requires Temporary Duty Travel (TDY) up to 75% of duty time.
- Shift work is required during open-water (lake) towing operations.
- Must possess and maintain a valid state issued motor vehicle driver's license.
- This position requires incumbent to wear safety equipment and/or use personal protective equipment (PPE) when needed.
- This position requires incumbent to obtain and maintain a First Aid Certification.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Chief Engineer TUG Class I without more than normal supervision. Experience with diesel-powered seagoing tugboat over 100ft long with a 2000 horsepower main engine, along with other smaller diesel engines serving in other capacities. Responsible for planning work in accordance with standard procedures, directives, and U.S. Coast Guard regulations and marine requirements and having the seagoing tugboat in a daily ready to sail, safe condition, during the navigation season. Responsible for starting/stopping, monitoring, and performing checks and inspections of the seagoing tugs main engine and various other mechanical, electrical, hydraulic, pneumatic systems onboard while in operation. Ensures preventative maintenance is performed on or ahead of schedule to ensure the tug is in a ready to sail, safe, clean, and in orderly condition, during the navigation season. Personally, performs all repairs to the tugs various systems to include but not limited to: mechanical, electrical, hydraulic, and pneumatic. Is also responsible for directing lower graded personnel, to assist in any repairs or preventative maintenance projects. Periodically required to assist in troubleshooting problems and making repairs aboard survey vessels and the various vessels that make up the entire floating plant operations to include a crane barge, deck barge, and support vessels. - Failure to meet this Screen Out Element will result in an ineligible rating.

PHYSICAL EFFORTS: Work requires walking, bending, reaching, standing for prolonged periods, turning or moving hands, arms, feet and legs to repair machinery, pulling, and stooping. Moderate physical effort is exerted in accomplishing tasks. Incumbent is subject to physical strain from swaying motions and jarring movements. Frequently lifts, carries, and sets up parts and equipment that weigh up to 40 lbs.
WORKING CONDITIONS: The majority of duties are performed in engine room aboard floating plant. The engine room, where the incumbent works is usually noisy, hot, and may be exposed to fumes from the oil and lubricants used; danger of burns, irritation from grease and oils, bruises, strains, danger from attending moving machinery and electrical shock. Space is usually limited and when making repairs and adjustments to engines and machinery may be forced to work in cramped positions. Work may be performed inside and outside subjecting employee to varying climatic conditions, temperature, falling overboard, falls on slippery decks or steep stairways, possible drowning, and crankcase explosion. A life jacket is worn at all times while on deck.
