About the Position: The employee serves as an Administrative Support Specialist and supports TAAB's Command Group (Commander, Executive Officer, Command Chief Warrant Officer, Command Sergeant Major, Civilian Chief of Staff, and the Administrative Officer, Director of Human Resources) with full responsibility for planning, developing, organizing, implementing, and managing all administrative actions, programs, and support services.
Duties
Coordinate administrative functions within the Brigade and ensures subordinate commands comply with all applicable policies and procedures.
Facilitate in the review and oversight of a variety of administrative programs to include human resources, payroll, and the Performance Management Appraisal Program (DPMAP).
Attend meetings and conferences relative to personnel matters in the absence of the TAAB's Administrative Officer, Director of Human Resources.
Coordinate with new Rater and High-Level Reviewer on procedures and policies of civilian performance appraisals under the DPMAP.
Provide quality control over timecard submissions and keeps the civilian personnel advised of any changes or other information regarding civilian pay and leave questions.
Identify problems, inefficiencies, and potential issues.

GS-11:
Specialized Experience: One year of specialized experience which includes assist in the coordination of all administrative functions such as: internal controls, records management, or time sheets; responding to requests for assistance from employees and/or customers; provide support for staff actions and timelines for completion. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-9).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field appropriate for the position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12:
Specialized Experience: One year of specialized experience which includes Direct and/or coordinate all administrative functions such as: internal controls, records management; responding to requests for assistance from employees and/or customers; assisting with human resources functions such as managing manpower strength (Table of Distribution and Allowance); working with an automated payroll software such as the Automated Time Attendance and Production System (ATAAP) or Defense Civilian Pay System (DCPS); working with an automated performance management system (Performance Management Appraisal Program (DPMAP) preferred). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
