As a Management Analyst, you will provide International Services (IS) with support for workforce planning, succession planning, and training and development efforts. Join us and support the APHIS mission that spans all 50 states and DC, 3 US territories, and 22 countries.

Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Assess and evaluate Administrative Services Division's (ASD) administrative and management policy and guidance in comparison to agency strategic goals and objectives.
Serve as ASD liaison with the APHIS Human Resources Division (HRD), Department of State (DoS), Foreign Agricultural Service (FAS), USDA committees, workgroups and other stakeholders.
Use quantitative and qualitative techniques to develop innovative methods to collect, validate, analyze, and evaluate complex, technical, and incomplete datasets.
Make official presentations of analyses and evaluations, or attend such presentations when made by management, to explain, clarify, or answer questions as appropriate.
Prepare briefing papers, decision memoranda, informational memoranda, and related documents for senior officials of the Agency and Department as required.
Provide comprehensive analytical support and resource needs for the coordination and participation of assigned projects, data calls and surveys, including preparing reports and making recommendations.
Formulate, write, and direct administrative operating procedures for the IS staff.
Perform a variety of duties which includes preparing special reports and analyses on a variety of workforce and succession planning and training and development matters.
Leads the Foreign Service bidding process, assignment process, promotion boards, and performance management activities, as needed.
Requirements

- Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) Level I certification is required to be obtained within twelve months of appointment.
Qualifications
To qualify, you MUST meet all program and qualification requirements by the closing date of the announcement.
To be eligible, applicants must meet one of the following requirements;
Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years. Current students who will complete their degree requirements Spring 2024 will be considered. OR
Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met.

EDUCATION for the GS-07 Level: One full-time Year of Graduate Education master's or equivalent graduate degree leading to such a in a field degree in Business Administration, Communications, Education, Organizational Management, Project Management, Public Administration or closely related field of study.

Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND 1) have a class standing in the upper third of the graduating class, 2) membership in a national scholastic honor society (excluding Freshman honor societies), or 3) must meet certain GPA requirements. GPA requirements: 3.0 or higher out of a possible 4.0 as recorded on official transcripts or as computed based on 4 years of education, or courses completed during the final 2 year of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required course completed in the major field or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, e.g., 2.95 rounds to 3.0 and 2.94 rounds to 2.9).

SPECIALIZED EXPERIENCE AT THE GS-07 GRADE LEVEL: Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors. Examples of qualifying experience include, but are not limited to:
Extracting data from projects, identify trends, and compose reports of findings.
Composing and reviewing official correspondence in response to inquiries, utilizing proper grammar, spelling, punctuation, and procedures.
Use of computer software, such as Microsoft Office, Microsoft Outlook, and Microsoft SharePoint, and all-in-one printers.
Education for the GS-09 Level: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in Business Administration, Communications, Education, Organizational Management, Project Management, Public Administration or closely related field of study.

SPECIALIZED EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 level in the Federal Service. Gathering information and developing recommendations to resolve problems of effectiveness and efficiency of work operations.
Applying analytical techniques to the identification, consideration, and resolution of administrative and program issues or problems of a procedural nature.
Soliciting input from subject matter experts, stakeholders, and managers on reports, analyses, presentations, and communications.
Managing projects or activities to completion.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07/09 GRADE LEVELS: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
