This position is located in Marketing and Regulatory Programs Information Technology Division, Business Management Office. If selected, you will serve as the supervisor of the office's procurement section, responsible for advising the Director of the Business Management Office, directorate directors, and other managers and staffers on a variety of detailed business operations and management topics.
Duties
The duties may include, but are not limited to:
Participates with management in developing and identifying near and long-range plans to meet IT service contract requirements.
Develops recommendations for management regarding principles, policies, and guidelines for all ITD service contract requirements.
As a technical authority, plans and conducts special studies, reviews, and analyses concerning a wide variety of broad and complex administrative management issues.
Researches and applies quantitative and/or qualitative methods to identify, assess, analyze and improve the division's contracting program effectiveness and efficiency.
Facilitates, coordinates, develops and maintains materials, requests and other requirements, in support of ITD’s contract planning process according to agency policy and guidance.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience with Federal Acquisition Regulations to formulate contracting approach, proper structure of solicitations and contracts, and negotiated procurements.
Working with supply and market conditions to evaluate bid analysis results and prepare purchase recommendations.
Performing detailed analysis of bids and proposals received and preparing final contract.
Planning purchase programs, including determining appropriate contract method, analyzing offers and/or technical proposals, and awarding and administering contracts.
Administering and monitoring timely processing of expenditures to ensure cost-effective support to program management.
Establishing guidelines and performance expectations for staff and evaluating work performance of subordinates and keeping them informed of their progress in meeting requirements.

Note: There is no education substitution for this grade level.
