As Supervisory Management Analyst (Assistant Director), you will assist with developing strategic approaches and with providing technical direction in the interpretation and formulation of policies, plans, and procedures designed to meet both the current and long-range goals of Animal Care's (AC) Resource Management Support (RMS) Program and Agency.

Duties

The duties may include, but are not limited to: Develops techniques and assessment tools to appraise organizational performance, workforce competencies/skill sets, and recommends appropriate organizational and workforce interventions and solutions. Assists the RMS Director by implementing program management strategies and implementation plans for operational actions and initiatives and coordinates the development of annual strategic goals. Provides definitive advice, presents information authoritatively, and trains others with varying levels of subject matter expertise. Develops recommendations based on the review, evaluation, and interpretation of a variety of complex subject matter, policy, and general program guidance associated with Animal Care activities. Ensures that proper and timely attention is devoted to high level, high priority, urgent and/or controversial issues, problems, or situations which arise that depend on RMS response. Works with AC leaders to develops long-range plans, goals, and objectives, including Workforce and Succession Plans. Facilitates the preparation of information resources critical to policy and decision-making processes, including decision memoranda, information memoranda, talking points, and briefing papers. Ensures that appropriate research and analysis is performed so that information provided is relevant and applicable, providing sound options where there is no clear program direction. Provides advice and guidance on strategic human resources management matters through planning and consultation services.

Requirements

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • Selectee will work out of a home duty station, residing within a 50-mile radius or local commuting area of Riverdale, MD. Position designation will be remote with mileage restrictions.
  • -The duties of this position will be performed out of a home office. The selectee must be able to provide for and establish a suitable, virtual home office with internet connectivity.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience with supervisory and leadership techniques in order to plan, organize, and manage resources in accordance with applicable regulations. Experience with the application of various administrative laws, regulations, policies, and procedures, in order to evaluate the content of and to make recommendations for new or modified policy. Experience with data-gathering methods and analyses which visualize the effects and ramifications of proposed actions. Experience with critical thinking and problem solving skills used to examine critical issues and make sound recommendations related to program operations. Experience conveying information via the appropriate medium to all levels of the organization and to industry, stakeholders, and the general public. Note: There is no education substitution for this grade level.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
