The Science Mission Directorate (SMD) Policy Branch at NASA Headquarters is seeking a skilled individual to provide space policy analysis, program analysis, strategic planning and messaging, and independent review implementation in support of NASA's Earth and space science activities.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Serve as an Earth or space science policy expert to develop and maintain relationships with various stakeholders in the government, private industry, and universities to further the agency's research or technology development efforts.
Provide Earth or space science policy advice and guidance on broad projects and science programs.
Provide extensive analysis and interpretation of documents such as executive or legislative papers, budget documents, or agency process requirements, and advising management on revisions to existing agency policies/programs to meet requirements.
Conduct a wide variety of comprehensive Earth or space science policy studies and detailed analysis of complex functions, processes and space policy issues related to science program planning to advise on organizational or process changes.
Produce complex analyses or written reports (i.e., the types of materials produced could include any of the following: draft policies, briefing papers, congressional testimony, congressional reports, programmatic summaries, and briefing materials).
Respond to Legislative and Executive Branch actions used by key Agency Officials in planning science programs.
Manage independent review boards or coordinate the implementation of their cross-cutting (cross-organization or interdisciplinary) recommendations.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Co-writing policy analyses and reports; co-written materials can include draft policies, briefing papers, congressional testimony, congressional reports, programmatic summaries, staff briefing material, or responses to Legislative or Executive Branch actions;
Participating in the development of strategies, policies, or recommendations to senior management;
Collaborating cross-organizationally to meet organizational goals and missions.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Writing and editing complex policy analyses and reports; written or edited materials can include draft policies, briefing papers, congressional testimony, congressional reports, programmatic summaries, staff briefing material, or responses to Legislative and Executive Branch actions;
Developing multiple alternative program strategies, policies, or recommendations and briefing them to senior management;
Leading cross-organization collaborations to meet organizational goals and missions.
