The incumbent of this position IT Specialist (Policy and Planning/Enterprise Architecture) is located in the Office of the Deputy Chief Information Officer (ODCIO) pillar for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM IO) (OEHRM), within the Office of the Deputy Secretary of VA (DEPSECVA). Performs two distinct functional activities, Policy and Planning, and Enterprise Architect.
Duties
The first 150 candidates who applied will be considered for referral to the selecting official. Additional candidates will be referred based on hiring needs.
Major Duties:
Performs analysis, planning, design, implementation, documentation, assessment, and management of the enterprise structural framework to align IT strategy, plans, and system with the mission, goals, structure, and processes of the organization.
Collaborates with senior management and stakeholders to define requirements for IT project efforts that evaluate, design, test and implement enterprise infrastructure solutions.
Recommends the accomplishment of strategic and tactical planning and national services including OEHRM'S successful, timely, and orderly transition of infrastructure and electronic health record services and effective, efficient, modern, and world-class VA Health Record and infrastructure technologies.
Serves as a key representative to other VA offices, departments, agencies, organizations, and groups, both public and private, in various interagency collaborations; participates in various committees with representation by senior management officials from Federal, State, or private sector organizations.
Performs special assignments for the ODCIO leading and conducting cross-cutting studies, coordinating with other offices, and developing recommended courses of action as appropriate. These projects typically involve sensitive or controversial matters or complex issues.

Physical Requirements: The work is primarily sedentary and in an office environment. The incumbent may lift and carry reference books, working papers, and similar items to and from conferences. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite.
Qualifications
TThe Selective Placement Factor for this position is Experience in defining, planning, and developing policies for IT programs and projects to apply business process methods sufficient to implement information systems applications, manage multiple stakeholders, and ability to identify/resolve problems. Extensive experience with integrated software testing of interfaces for various Electronic Health Records (EHR) systems is required.
SPECIALIZED EXPERIENCE: the specialized experience of an IT Specialist (PLCYPLN/ENTARCH), GS-2210-14. Specialized experience is an experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Read all responses before making your selection.
GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. The specialized experience for this position is defining, planning, and developing policies for IT programs and projects to apply business process methods sufficient to implement information systems applications, manage multiple stakeholders, and ability to identify/resolve problems. Experience with integrated software testing associated with various Electronic Health Records (EHR) systems.
