This position is located in the Department of Homeland Security (DHS), Office of the Secretary, Office of Health Security (OHS). OHS is the principal medical, workforce health and safety, and public health authority for the Department. The primary purpose of this position is to serve as an information technology subject matter expert and Systems Security Officer for OHS Directorates and Units. Non-BU: This is a non-bargaining unit position.

Duties

As a Information Technology Specialist (INFOSEC), GS-2210-15, your typical work assignments may include the following: Develops new theories, concepts, principles, standards, and methods in Information Security operations for the Office. Advises IT experts throughout the Department and/or in other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices, that are developed by the employee or result from the employee's leadership. Oversees the implementation security requirements resulting from new public laws, Presidential directives, or other external mandates. Develops and leverages OHS-requisite interfaces with other Federal IT Security Assets such as Cyber Trust Initiative, DoD Software Protection and Software Assurance Initiatives, NIST computer security projects and initiatives, and interagency Information Assurance initiatives. Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicant must possess IT-related experience demonstrating each of the four (4) competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE To qualify for this position, you must possess at least one (1) year of specialized experience equivalent to the GS-14 grade level in Federal Service or private sector equivalent experience. For this position, specialized experience is defined as: Mastery of IT theories, principles, concepts, standards, and practices in order to develop new theories, concepts principles, standards, and methods in the specialty areas and to advise other IT experts throughout the Department and other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices, that are developed by the employee or results from the employee's leadership. Serve as senior expert and consultant to top Department management officials in order to advise on integrating IT programs with other programs of equivalent scope and complexity. Extensive knowledge of national and international security policies and technical practices governing sensitive and classified data systems, and security software tools and network security concepts and practices. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job).
