Duties

This assignment is with the Office of the Director (OOD)section within the Office of Biometric Identity Management (OBIM). OBIM partnering with DHS HQ's procurement office, is working to develop a strategic sourcing vehicle (SSV) for biometric collection devices for DHS components and OBIM mission partners. The incumbent will support the acquisition strategy, procurement and award phases of the effort.

Requirements

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications

Qualifications required: The incumbent should have skill in applying project management principles specifically skill in assessing and documenting risk; schedule development and management; requirements documentation, management, and elicitation skills to facilitate the incumbent's ability to conduct requirements elicitation using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, and use case scenarios. The incumbent will routinely communicate and collaborate with external and internal customers analyzing information needs and capability requirements and is responsible for drafting routine capability analyses including white papers, needs assessments, requirements planning documentation, risk analyses, quality assurance reviews, and business/capability requirements acquisition documentation.
