Duties
Utilize quantitative and qualitative assessments of user needs to identify the most effective levers for improving digital services across the DoD.
Analyze SIGINT data to access trends and threats implications within critical geographic and functional areas.
Provide subordinates with operations guidance, direction, and oversight.
Articulate shortfalls and capability gap analysis to senior leadership.
Tests the success of government-wide standards for digital services, leading to their adoption across the force and the command.
Plans and executes an iterative strategy for scaling an organization from startup phase to mature.
Requirements
- This position may require Temporary Duty (TDY) 30 days or less travel to various locations approximately 30% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
- Employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
- May be subjected to short notice recall. Must reside within 50-mile radius of duty location.
- May be required to work uncommon tour of duty hours, working either fixed or rotating shift which may include evenings, weekend and/or holidays.
- Position subject to one year trial period unless previously completed.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-12 level in the Federal service which includes analyzing SIGINT data to assess trends and threats implications within critical geographic and functional areas; providing subordinates with operations guidance, direction, and oversight; articulating shortfalls and capability gap analysis to senior leadership; and leading complex technology policy initiatives from conception through implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
