You will serve as a Program Manager in the Mission Modules Program Office (PMS 420) of PEO UNMANNED AND SMALL COMBATANTS.

Duties

You will plan, develop, review, submit and defend all required documentation and data associated with the milestone processes for all LCS Mission Modules Program and Small Unmanned Surface Vehicles family of systems milestone events. You will direct acquisition life cycle activities and all efforts associated with the program/office through program subordinate managers and teams. You will apply management and business principles to analyze situations, identify problems, probe causes and select courses of action for program subordinate managers to pursue. You will design/implement acquisition strategies and program baselines to align with the overall Navy Strategic Vision for rapidly fielding modulars unmanned systems using subordinate managers and teams. You will forecast and manage required acquisition documentation across the PMS 420 portfolio. You will oversee the identification of resource requirements and development of strategies for program planning, budgeting and execution (PPBE). You will approve budget inputs, including supporting justification. You will coordinate acquisition program requirements across Congressional interest, DoD, Navy, and Industry, consulting functional experts both internally and externally, to de-conflict competing priorities and requirements and gain consensus. You will communicate program activities in a variety of written and oral forums at all levels internal and external to the organization.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing program or project requirements (e.g. contracting, resource allocation, manpower, personnel management, logistics, strategic planning, risk assessments, project planning and schedules, workforce performance, budget planning, development and execution, process improvement, or financial management) to support the production, development, acquisition, construction, modernization, or maintenance of surface ships or submarines.
