This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for planning and conducting telecommunications integration demonstrations and supporting assessments, which includes coordinating schedules, gathering materials, operating testing equipment, evaluating services, and overseeing related work connected with the installation, testing, and modification of Command, Control, Communications and Computers (C4) systems.

Duties

As a TELECOMMUNICATIONS SPECIALIST at the GS-0391-11/12/13 some of your typical work assignments may include: Integrates emerging commercial technologies to fill an identified DoD requirement or gap. Develops, monitors, coordinates, and conducts a variety of technical and operational assessments of communications equipment, systems, networks, and facilities. Reviews and analyzes test data, makes technical judgments, and prepares decisions and recommendations concerning quality, acceptability, and need for changes and improvements. Provides communications services expertise to support development of detailed demonstration and assessment plans, setting milestones for projects, preparing budgetary justifications, building test environments, supporting execution of the technical assessment events, and supporting development of complex reports with recommendations. Serves as member of C4 assessment team during experiments, joint exercises, deployments, and lab and field demonstrations and experimentation. Prepares and reviews equipment and facility specifications, monitors and resolves broad technical communications problems, and independently conducts installation and integration of equipment.

Qualifications

You may qualify at the GS- 11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Assisting a Project Team in researching emerging communication technologies and concepts, commercial off the shelf (COTS) products and components, and Service and DOD technical standards and policies; Supports in developing plans and reports; Assisting in the integration of emerging technologies to provide a solution to an identified requirement or gap. Assisting in conducting communications environment integration planning and quality assurance reviews of the telecommunications infrastructure design and the products identified for assessments as a team member under Project Team Lead supervision; Maintaining effective working relationships with both internal team members and external customers and serves as member of Project Team for assigned projects while providing technical guidance on group projects under supervision; Assisting in applying Communications Security, Cyber Security, and Information Assurance policies and methods to develop of integrated C4 solutions. OR B.B. A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related; C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS- 12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Act as a Project Team subject matter expert in conducting research and applying emerging communication technologies and concepts, commercial off the shelf (COTS) products and components, and Service and DOD technical standards and policies; Assisting as Project Team subject matter expert in the integration of emerging technologies to provide a solution to an identified requirement or gap; Drafts plans and reports with supervisor review and input; Assists in conducting communications environment integration planning and quality assurance reviews of the telecommunications infrastructure design and the products identified for assessments with supervisor support; Maintains effective working relationships with both internal team members and external customers and serves as a Project Lead for assigned projects while providing technical guidance on group projects under supervision; Assists in applying Communications Security, Cyber Security, and Information Assurance policies and methods to develop of integrated C4 solutions. You may qualify at the GS- 13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Leading a Project Team in conducting research and applying emerging communication technologies and concepts, commercial off the shelf (COTS) products and components, and Service and DOD technical standards and policies; Leading a Project Team Assisting in the integration of emerging technologies to provide a solution to an identified requirement or gap; Independently drafting plans and reports; Independently conducting communications environment integration planning and quality assurance reviews of the telecommunications infrastructure design and the products identified for assessments as a Project Lead; Maintaining effective working relationships with both internal team members and external customers and serves as a Project Lead for assigned complex projects while providing technical guidance on group projects; Applying complex Communications Security, Cyber Security, and Information Assurance policies and methods to develop of integrated C4 solutions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0391 series. Telecommunications Series 0391 Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Substitution of education may not be used in lieu of specialized experience for GS-12/ or GS-13 grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process.
