This position is part of the , J6 Command, Control, Communications, and Computer/Cyber. The incumbent will be responsible for leading integration projects, in telecommunications, that improve the effectiveness of C4 and Cyber technology in the joint, whole of government, and multi-national arenas.
Duties
As a TELECOMMUNICATIONS SPECIALIST at the GS-0391-13 some of your typical work assignments may include:
Reviews requests for communications services to develop detailed plans, setting milestones for projects, preparing budgetary justifications, and coordinating allocation of resources to implement these projects.
Provides expertise in planning and performing Communications - Computer Systems operations, integration, security, and executing associated information systems support.
Interprets policies originating from the DoD, Federal Agencies, and the Services, develops Joint and local policies congruous with such policy, and determines the applicability and/or feasibility of new or experimental technology to such policy.
Plans and implements telecommunications installation procedures involving a variety of available communications equipment, services, security methods and procedures, and operating techniques.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience with telecommunication areas of transmission media, data transfer, switching systems, satellite communications, communication security, ground to ground, air to ground, and ground to air radios in order to accomplish work processes through the use of telecommunications devices;
Experience with telecommunications operating techniques, digital and analog communications requirements (including video), local, wide area, and wireless networking, and procedures used by Federal and industry organizations in order to define, coordinate, plan, and design solutions and/or assessments that satisfy user requirements for telecommunications equipment, systems, and services;
Experience using cooperative research and development agreements (CRADAs) in order to obtain the services of industry partners on projects of mutual interest.
AND:
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
OR
Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
