You will serve as a Telecommunication Manager in the NAVINFOWARDEVCEN NORFOLK.
Duties
You will guide, analyze, coordinate, and establish standard procedures which normally require significant adaptation and supplementation to satisfy Navy or Joint forces testing, training and operational requirements.
You will plan, develop and implement Sprectrum Management (SM) policies for the use of the Electromagnetic Spectrum (EMS) during the conducting of exercises in accordance with existing Joint Staff Frequency Management Policy.
You will review and recommend corrective actions for all Joint/Coalition/Navy Frequency Spectrum Lessons Learned from major Fleet operations and exercises.
You will provide leadership and guidance to the Navy spectrum workforce in establishing and maintaining effective SM processes and work environment.
You will review Fleet manpower and training requirements.
You will address personnel, manpower, equipment, and modernization issues.
You will provide readiness assessments associated with access and maneuver in the EMS.
You will provide oversight and management of contracts related to SM and EMS.
You will interface both internally and externally to assure Fleet SM provides quality service, on-time system certification and frequency assignments to DON and DoD agencies and activities.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience managing the radio frequency spectrum.
Experience coordinating and implementing spectrum management policy in order to ensure compatibility between communications and electronic systems supporting military operations.
Experience identifying and addressing readiness assessments associated with access and maneuver in the electromagnetic spectrum.
Experience assigning and reviewing work for attainment of desired results, setting broad based goals and objective and long range planning.
Experience preparing technical correspondence, reports and assembling and disseminating current status of work.
Experience overseeing and managing contractors.
