THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY SURFACE MAINTENANCE SPECIALIST (TITLE 32), Position Description Number D1252000 and is part of the NC G4, National Guard (G4 - FMS #5 /Manning Document 5020-072).
Duties
As a SUPERVISOR SURFACE MAINTENANCE SPECIALIST, GS-1601-11, you will exercises administrative and technical supervision over one or more surface maintenance facilities, e.g., CSMS, MATES, UTES and/or FMS. Plan and schedule work to be accomplished by subordinates. Set and adjust short-term priorities. Assign work in consideration of employee skills and mission requirements. Rate subordinates' work performance. Advise, counsel, or instruct employees on work and administrative matters. Interview candidates and recommend appointment, promotion, or reassignment to positions in the unit. Hear and resolve employee complaints and refer group grievances, or more serious unresolved complaints, to a higher-level supervisor. Effect minor disciplinary actions and recommend action in more serious cases. Identify and provide for employee training and development. Find ways, as needed, to improve production or increase the quality of work directed. Develop performance standards. Develop, implement, and oversee the quality assurance program for assigned surface maintenance facilities. Review work instructions, technical data, inspection methods, and test procedures to ensure adequacy. Review quality and flow of materials and supplies required to support maintenance activities. Confer with equipment users to resolve problems and ensures satisfaction. Provide direction to ensure correction of noted deficiencies. Publish technical information letters on quality assurance techniques and objectives. Monitor manpower utilization ensuring that work methods, procedures, and allocations are made to best accomplish program objectives with the available resources. Coordinate manpower data collection for assigned units. Recommend plans to enhance manpower utilization and cost effectiveness throughout areas assigned. Provide technical guidance to assigned maintenance activities through coordinated assistance or evaluation visits. Visit assigned surface maintenance facilities on a regular basis to promote efficient operations and compliance with established standards. Provide trip reports to document adherence to operating standards and unit performance. Plan and develop schedules and agendas for shop meetings and responsible to coordinate details. Oversee hazardous waste/industrial hygiene programs for maintenance facilities supervised. Identify special tools, test equipment requirements, and coordinate procurement as needed. Provide technical guidance to supply and Class 9 (CL IX) functions. May participate as a member of the Command Maintenance Evaluation Team (COMET) team. Performs other duties as assigned.
Requirements

Qualifications
Military Grades: Warrant Officer (CW3 - CW5) or Officer (2LT - CPT)
Minimum Requirements: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
