Duties
This Program Analyst position is located in the Administration Section, Analysis & Administration Branch, Field Operations Division, Law Enforcement Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Analyzes and evaluates program areas to determine areas in which progress is unsatisfactory and to determine courses of action to remedy deficiencies. Evaluates policies, procedures and regulations for applicability and compliance.

Applies a wide range of qualitative and quantitative methods for the assessment of the programs and identifies areas needing special emphasis or improvement.
Communicates with internal and external managers as well as representatives of other government agencies and private industries to obtain information and provide guidance on critical funding/program issues and make recommendations affecting the major programs.
Uses automated systems and database to compile and analyze statistical and narrative data; identifies trends and isolates areas of concern. Develops options and alternatives to build on positive trends and mitigate negative ones; makes recommendations to prevent potential problems and bottlenecks.
Collaborates with program sponsors, managers, specialists, and other stakeholders across TSA to ensure program operations support and/or meet initiatives, goals and objectives.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-H Pay Band (equivalent to GS-12 grade level), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Using a wide range of administrative policies, procedures and guidelines to plan, carry out and advise on a wide variety of administrative activities; and
Analyzing programs to identify issues and propose solutions.
To qualify for the SV- I pay band (equivalent to GS-13 grade level), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Developing procedures for assessing the effectiveness of programs and/or administrative processes; and
Using a wide range of administrative policies, procedures and guidelines to plan, carry out and advise on a wide variety of administrative activities; and
Writing procedural documents, standard operating procedures and/or processing guides for a team or organizational unit; and
Implementing a system to identify, interpret and track overall program effectiveness.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
