The Supervisory Information Technology Specialist position is located in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Federal Judiciary Digital Services (FJDS). The CMSO develops, modernizes, and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders

Duties

This position will report to the Chief Product Development Manager within the Federal Judiciary Digital Services Division (FJDS), Case Management Systems Office (CMSO). The CMSO is seeking a self-motivated professional Supervisory Information Technology Specialist to join its team. The incumbent will lead and oversee delivery of the strategy and roadmap for their products to achieve the outcomes and objectives defined by the strategic leadership. The incumbent will be responsible for coordinating with IT, court, and financial stakeholders to set priorities, leading new development and operations, and providing direction and oversight to product teams and coordination of the Administrative Office (AO) efforts to support the program office and case/client management systems for all the federal courts including the probation and pretrial offices. The incumbent will lead and supervise a team of IT professionals which consists of government employees and contractors. The workforce includes IT Project Managers, Service Owners, Developers, and Solutions Architects. Also, the incumbent may be required to undertake the Contracting Officer's Representative (COR) training to assist in the monitoring and documentation of contractor performance. This role is a hands-on, high- profile position and will require the incumbent to interact with the court and AO staff from both a technical and business perspective. The duties of this position include, but are not limited to: Supervising the product development teams. Overseeing the overall planning, direction, execution, and delivery of case management products; developing multiyear and long-range product development plans; and managing the overall work for achievement of goals and objectives. Providing clear direction; setting business goals; and ensuring IT development team's alignment with the overall division objectives. Creating understanding of the product vision both internally and with key external partners. Developing strong relationships and regularly communicate with product stakeholders and customers to shape the product strategy, surface, and prioritize needs. Leading product strategy, planning, and product life cycle management efforts. Monitoring business, market, and technology trends to inform product strategy and proactively propose new solutions. Leading the teams to develop product roadmaps and releasing plans that satisfy requirements and achieve business outcomes. Leading the teams to translate business requirements into actionable product and technical requirements. Monitoring and evaluating product performance and proactively champion product improvements. Determining internal and contract/external resources and skills required for the product team to deliver on the product roadmap. Guiding the product engineering team to scope, plan and deliver work; and applying established delivery methodologies (e.g., agile methods) and best practices (e.g., reusability). Identifying and resolving blockers to achieve business objectives for the product, including technical and resourcing challenges. Ensuring alignment and adherence to organizational, financial and IT standards (e.g., architecture, compliance, security); and increasing adoption and consumption of product capabilities. Managing investment decision making and finances for the product; and taking a return-on-investment approach to increasing the value while minimizing product costs. Leading, motivating, mentoring team members, and identifying training needs to enhance their skills and performance. Providing regular status updates to senior management; and escalating issues in a timely manner accompanied by recommended solutions. Serving as product manager for multiple related products; and acting as a product subject matter expert to build awareness and understanding. Representing CMSO by visiting courts to solicit feedback on products and services.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing extensive knowledge in product management and development; overseeing and making recommendations to support process improvements and budgets; and managing internal and externals coalitions of an organization. Highly Desired: Strong technical background with understanding and/or hands-on experience in software development, cloud, and web technologies. Experience leading and managing IT cloud digital transformation initiatives. Proven ability to develop product strategies and effectively communicate recommendations. Proven track record of managing all aspects of a successful product throughout its lifecycle. Experience with Agile methodologies.

Education

This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in information technology, computer science, computer engineering, or a related field is highly desired.
