The Supervisory Management Analyst position is located in the Department of Administrative Services (DAS), Human Resources Office (HRO), Court Human Resources Division (CHRD), Recruitment Services Branch (RSB). The HRO provides human resource programs leadership, services, and solutions to enable the U.S. federal courts and the AO to recruit and onboard a highly skilled workforce.
Duties
This position will report to the Chief of the Recruitment Services Branch (RSB), Human Resources Office (HRO), Court Human Resources Division (CHRD). The CHRD is seeking a self-motivated Supervisory Management Analyst to join its team. This position leads the judiciary's employment suitability program that encompasses employment eligibility, suitability, and the law enforcement officer integrity program (i.e., preemployment background checks, background investigations and reinvestigations, preemployment medical exams, and preemployment and random drug testing). The incumbent will oversee HR programs focused on recruitment, retention, and onboarding. The incumbent must have excellent communication, strong interpersonal, organizational, and analytical skills. The ideal candidate must have experience in a team environment, and the ability to work collaboratively with all stakeholders both internal and external to the HRO.
The duties of the position include, but are not limited to:
Leading the development, implementation, and management of the federal judiciary's employment suitability program (i.e., preemployment background checks and investigations, reinvestigations, preemployment medical exams, and preemployment and random drug testing) to ensure compliance with Judiciary Conference policy.
Advising Human Resource Office management on the effectiveness and efficiency of the employment suitability program; and making recommendations for improvement.
Conducting research, analyzing data, monitoring trends, and making recommendations for improving the judiciary's employment suitability program and its policies.
Keeping abreast of established requirements associated with external organization (i.e., Defense Counterintelligence Security Agency (DCSA), Department of Justice (DOJ), Federal Bureau of Investigation (FBI), etc.).
Providing oversight of all contracts, interagency agreements, memorandum of understanding, and invoices with external vendors and federal government agencies.
Representing the Personnel Security Group (PSG) during advisory group and council meetings; and presenting on nuanced topics and issues impacting PSG and HR policies and processes across the Judiciary.
Serving as the primary liaison with other government and private entities; providing services critical to the success of the judiciary's employment suitability program; and advocating for the interest of the Judiciary to ensure efficient and secure onboarding processes.
Establishing and maintaining both short-term and long-term goals for the judiciary's employment suitability program.
Identifying and overseeing the implementation of standard operating procedures; and tracking customer concerns and knowledge sharing amongst PSG staff to ensure the provision of excellent customer service and succession planning.
Conducting monthly audits on judiciary security actions to meet the requirements of onboarding judiciary staffing accordance with established timelines.
Using web-based technical experience on various employment suitability systems to identify enhancements and efficiencies in improving security actions and program operations.
Providing oversight and management of a customer service tracking system and resources to support the judiciary's employment suitability program.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) (preferably 3 years) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL areas defined below:
Leading the development, implementation, and management of human resources programs in or directly related to employment eligibility, employment suitability or law enforcement officer integrity programs (preemployment background checks, investigations and reinvestigations, preemployment medical exams, and preemployment and random drug testing), or onboarding;
Conducting research, analyzing data, monitoring trends, and making recommendations to improve HR programs and policies; and
Providing oversight and management of customer service inquiries on HR programs to include monitoring customer service responses and communications to ensure timely and consistent responses.
Highly Desired:
Using web-based technical experience on various human resources systems to identify enhancements and efficiencies to improve program operations.
Employment suitability experience in onboarding federal law enforcement officers.
A current Tier 5, Top Secret, Single Scope Background Investigation security clearance.
