The Office of the Assistant Secretary of the Navy (Energy, Installations and Environment) is seeking candidates for the position of Highly Qualified Expert (HQE) to lead in developing, designing, and implementing the Department of the Navy (DON) 30 Year Infrastructure Plan. This position will work directly under the Assistant Secretary of the Navy (Energy, Installations, and Environment).

Duties

You will build on the initial work done on the DON 15 Year Infrastructure Investment Plan and Marine Corps Installations 2030 and Resource Maximization Tool to reconcile, synchronize, and align multiple competing optimization plans. You will further develop the long-term plan to address existing vulnerabilities while integrating resilience and sustainability across the DON to ensure stable, resilient installation platforms that support various force missions. You will account for future operating environments at DON installations and the communities that host them to include accounting for future energy demands, sustainable materials and design; changing environmental and regulatory environments. You will execute or lead the organization in the analysis, budgetary process and community interface to achieve the DON’s 30 Year Infrastructure Plan objectives.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1.Expert knowledge and proficiency in installation and infrastructure planning, project development, land use, and environmental compliance. 2. Demonstrated experience with third party financed projects, including an understanding of the finance industry and financing, statutory requirements, and the availability and accessibility of Federal and State grants and subsidies. 3. Knowledge of communication infrastructure planning/design (including awareness of cybersecurity management for facilities, industrial control systems), anti-terrorism/force protection requirements. 4. Specialized knowledge in interpreting Federal, DoD, and DON policies.
