This Program Analyst position is in the Office of Secure Transportation (OST), Resources Division (RD) within the Acquisitions and Funds Management Branch (AFMB). The incumbent serves as a senior analyst and management advisor on all matters pertaining to the OST acquisition program.
Duties
Major Duties for vacancy announcement:
Serves as technical point of contact in relation to acquisition and contract administration.
Leads acquisition efforts involving various OST mission programs to include, but not limited to aviation, information technology, satellite training venues throughout the United States, weapon replacement/upgrade/maintenance, and services to support Fort Chaffee Training Academy and Agent Operations Command Centers.
Collaborates with OST management officials, other federal agency officials, department officials in order to gather information and data for analysis and development of plans for the OST acquisition program and providing recommendations and/or solutions to management on new acquisition strategies for a wide range of OST systems or programs based on guidelines of procurement contractual agreements that set forth the project scope of work, cost provisions, terms and conditions, and any special requirement clauses.
Serves as an OST advisor in the interpretation of Federal Acquisition Regulations and Agency Acquisition Policies and Directives and provides technical consultation on procedural approaches, to include type of contracts, quality assurance, evaluation criteria, recommended experience, extent of advisable solicitation, and contract line items structure of the contract.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band, NQ-02 or GS-12 grade level in the Federal service.
Specialized experience for this position is defined as experience analyzing, interpreting, and applying Federal Acquisition Regulations & agency guidelines in order to advise, lead, participate, and/or provide assistance at key phases of the acquisition process to support management goals, objectives, and initiatives related to acquisition programs and assist in the preparation of contract requirements and to monitor procurement packages throughout the acquisition cycle.
Examples of Specialized Experience:
1. Serves as an acquisition advisor to provide recommendation of suggested type of acquisitions based on program requirements utilizing the Federal Acquisition Regulations and other department acquisition policies and guidelines.
2. Prepares and collaborates with program managers regarding supporting documentation such as SOW, Independent Cost Estimate, Sole Source Justification, and other applicable documents across all phases of the acquisition process to develop an actionable package for award.
3. Advises program managers on technical/financial matters as it relates to the terms and conditions of the contract.
4. Serves as a Contracting Officer Representative for various types of contracts along with advising and supporting in pre-solicitation and awards.
5. Serves as a government Purchase Card holder for small purchases.
6. Lead and coordinate data analysis gathering and compilation in order to make recommendations to management.
