The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Combat Weapons Flight. Oversees the training operations for all weapons training qualification for all Basic Military Trainees and JBSA-San Antonio Base Populace.

Duties

Plans, organizes, and directs the activities of (37th Training Support Squadron TXTSX/Range Ops/Trg), ensuring that (Combat Weapons Support Element) complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Range Control and Live Firing Functions. Represent the unit with a variety of installation and functional area organizations. Prepares and delivers oral and written communication. Reviews the technical and economic data to support acquisition of equipment resources and services. Manages and directs overall resource and logistic activities. Accomplishes special projects/additional duties.

  • Employee is required to wear all uniforms provided by the employer and must wear and maintain uniform items in accordance with specified standards. The employee will be highly desired to maintain appropriate (cont)
  • (cont) grooming standards (hair and mustache) and present a professional (law enforcement/military) image at all times.
  • Employee must successfully complete a pre-employment physical and periodic re-examination as required by employer. Specific physical standards addressed below under environmental factors.
  • The employee may be required to work other than normal duty hours, to include evenings (shift work), weekends, and/or holidays.
  • Minimum of an Associate’s Degree from a regionally or nationally accredited post-secondary institution in the discipline or in combination with appropriate work experience and the methods and techniques of instruction is highly desirable.
  • Specialized experience, which is experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, is desired.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Work is performed in a classroom environment that involves everyday risks and common safety precautions. May at times require long periods of standing, moderate lifting and carrying ability (up to 50 lbs).
  • The work requires the incumbent to obtain and maintain the appropriate security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled, or LL.M., if related. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of training administration, policies, and procedures of Combat Weapons Training. 2. Comprehensive knowledge of management and leadership concepts. 3. Ability to effectively communicate orally and in writing to determine worker needs and monitor and correct, if necessary, negative morale trends. 4. Ability to analyze, evaluate, and accomplish special studies, establishes program objectives and assesses progress toward their achievement. 5. Ability to analyze, evaluates, and determines program and process measurement techniques. 6. Knowledge of resource management, principles, and policies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
