You will serve as a SUPERVISORY EDUCATION CONTRACTS & MATERIAL ADMINISTRATOR in the Navy Medicine Professional Development Center (NMPDC) of NAVMEDLEADPRODEVCMD BETHESDA. Salary GS-9 $68,405-$88,926 Salary GS-11 $82,764-$107,590

Duties

You will interview candidates for positions and recommend hiring, promotion and or reassignment. You will plan work to be accomplished, set and adjust priorities, and prepare work schedules. You will track progress and quality of performance of subordinates and arrange for them to conduct inspections. You will provide recommendations on whether to contract out based on costs benefits analysis. You will serve as the Defense Medical Logistics Standard Support System (DMLSS) administrator, assigning required system privileges according to need and policy. You will serve as the Command Activity Program Coordinator for the Government Purchase Card Program. You will serve as the Personal Property Manager for Navy Medicine Professional Development Center’s (NMPDC) equipment management and accountability program and assist with oversight of four subordinate activities.

Requirements

Qualifications

FOR THE GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-7) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience running various programs for the command (e.g. Personal Property Manager, Activity Program Coordinator for the Command's government Purchase Card Program and Defense Medical Logistics Standard Support System (DMLSSS). Experience serving as the System Administrator to ensure personnel are appropriately privileged in the system to carry out required tasks. Experience supervising, training, and developing subordinates based on organizational priorities and mission objectives. Experience applying laws, regulations, and policies related to training, logistics, contracts, and material management. Experience developing and implementing supply management policies, procedures, and program directives. FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-9) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience supervising, training, and developing subordinates based on organizational priorities and mission objectives. Experience applying laws, regulations, and policies related to training, logistics, contracts, and material management. Experience developing and implementing supply management policies, procedures, and program directives. Experience reviewing and evaluating supply management programs and developing measures to increase operating efficiency. Experience recognizing and analyzing problems, conducting research, summarizing results and making appropriate recommendations. Experience utilizing various computer software programs and logistics/financial systems such as FASTDATA, STARS, SPS, DPAS and other similar systems.). SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
GS-9
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience

GS-11
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience
