Duties

This position functions under the general policy direction of the St. Paul District Commander (Regional Planning and Environment Division North). The incumbent will assign complete responsibility to independently plan and execute the mission of the Regional Planning and Environment Division and to accomplish all objectives. Make routine decisions regarding the Planning and Environment functions of the assigned districts (North: St. Paul, Rock Island, and St. Louis Districts). Serve as Chief, Regional Planning and Environment Division North and is the principal spokesperson for civil works planning activities. Responsible for the environmental compliance efforts of the districts. Responsible for the overall quality of the planning products and services, technical planning capability and planning resources to accomplish the planning mission. Through the Branch Chiefs, provide overall guidance on policy matters and ensure production requirements are achieved. Plan, schedule, organize, and coordinate the planning function to support development of high-quality reconnaissance, feasibility, General Re-evaluation and other planning related documents for the supported districts. Coordinate extensively with MS Valley Division (MVD), USACE HQ MVD Regional Integration Team, USACE HQ Office of Water Project Review, and ASA(CW) to ensure projects and planning products are technically sound. Work with the Chief of the other Regional Planning and Environment Divisions, MVD Planning Leader, and the MVD Planning Board to ensure technical planning capability is available to deliver quality planning products and services. Incumbent acts as advisor to the District Engineers on the comprehensive water resources development program for the districts, appraising development of ecosystem restoration, navigation, recreation, and other uses on a region-wide basis. Participate in staff conferences with other technical Division heads for the purpose of supplying information and technical data on various phases of the planning work of the districts

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
