This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel to the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Responsible for the management, planning, and implementation of major USACE civil works projects. The incumbent applies knowledge, leadership and management in leading the execution of large and complex engineering projects and/or programs.

Duties

Serves as Senior Project Manager and/or Program Manager responsible for the overall management, control, coordination and execution of assigned projects and/or programs. As the project and/or program team leader, implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Integrates district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and other agencies commitments in support of assigned project into a comprehensive management plan. Coordinates the planning, design, cost engineering, construction, and environmental considerations, etc. for engineering projects of considerable scope and complexity. Controls and manages project milestones and budgets from planning through construction and initial operations. Allocates project funds to district elements. Measures and monitors performance to assure commitments of all parties are being maintained. Reviews and analyzes cost reports to assure charges are authorized and appropriate. Identifies unauthorized charges and assures corrective actions are taken. Takes necessary actions to maintain agreed upon schedule and cost. Serves as the districts primary point of contact for assigned projects with sponsor/ customer, Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. (Applicants must meet the requirements of at least one series in addition to the specialized experience defined below): Engineer (series 0801, 0810, 0830) Architect (series 0808) Landscape Architect (series 0807) Community Planner (series 0020) Biologist (series 0401) Physical Scientist (series 1301) In addition to meeting one of the basic requirements above, you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: (1) Develop schedules, scope of work, budgets, and program and/or project management plans which lay the framework for project execution; (2) Lead a team of professionals through all phases of project and / or program execution (planning, design and construction); and (3) Resolve project issues, which may include but not limited to scope, schedule, budget and quality issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
