This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is for the St. Paul District.
Duties
In this position, Works under the general supervision and guidance of the Deputy Chief, Regional Planning and Environment Division North (RPEDN).
Consults with the Deputy Chief concerning significant problems, priorities, controversial aspects, and proposals having major impact prior to and during the planning, design, construction, and operation and maintenance of Civil Works projects.
Performance is reviewed and evaluated for attainment of objectives, adequacy of coordination, and quality and timeliness of actions taken on matters previously discussed with supervisor.
Supervises a team composed of 4-8 members employed in professional positions including but not limited to Geographer, Cartographer, Cartographic Technician, supporting technicians and clerical support positions.
Serves as a senior geospatial science technical specialist to provide expert advice, opinions and recommendations on geospatial aspects of planning and engineering functions and projects.
The work of this team represents a key function in the overall RPEDN Water Resources Program as well as supporting programs across all District Civil Works missions.
The work involves support to intensive studies by multidisciplinary teams and research utilizing expert knowledge of Geographic Information Systems (GIS), Remote Sensing (RS), geodesy, photogrammetry, mapping, computers, and data collection devices.
Serves as a senior Geospatial Technical Specialist and provides expert advice, opinions, and recommendations on best practices for collecting, managing, and analyzing geospatial data.
Oversees preparation of annual GIS program management plan and budgets.
Responsible for maintaining liaison within USACE, Federal Agencies, State, and local Government, learning institutions, private sector, professional organizations, and other individuals or entities concerned with GIS and mapping.
Analyzes geospatial data to allow enhanced perspectives of alternatives for incorporation into proposed Civil Works project design.
Plans, coordinates and implements GIS projects using new GIS and engineering technologies, and a variety of computer systems, software and procedures to accomplish assignments in the most sufficient and effective manner.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-13
Specialized Experience: One year of specialized experience which includes meeting two or more of the following: 1) Working knowledge in - Geomatics, Engineering, GIS, Photogrammetry, Remote sensing, Unmanned Aerial Systems and/or Land Surveying; and meeting all of the following: 2) experience with geographic information systems and/or spatial data; 3) effective supervisory and/or project management skills; and 4) Communicate with internal and/or external stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
