This position is part of the Department of Energy, Office of the Chief Information Officer. As an IT Cybersecurity Specialist (CYBERMGT), you will be responsible for providing advice on a wide range of senior-level assignments and special tasks related to cybersecurity, as well as advise on critical issues pertaining to cyber-related policies, priorities, and programs.

As an IT Cybersecurity Specialist (CYBERMGT), you will:

  • Subject to satisfactory security and suitability requirements.
  • May be required to successfully complete a probationary period.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position has been designated as CRITICAL and requires a security clearance at the "Q" Level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Unit.
  • First time managers are be required to serve a 1-year probationary period.
  • First time managers are required to complete 80 hours of managerial training, with 40 hours being completed during the managerial probationary period.

Qualifications

BASIC REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the competencies, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting 2 of the 3 following: Advising on sensitive issues pertaining to cyber-related policies, priorities, or programs. Implementing policy/policy strategy to support cybersecurity priorities. Developing studies to examine the impact of cybersecurity activities on agency plans, policies, programs, or stakeholder interactions. Education cannot be substituted for experience at the GS-15 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
