The primary purpose of this position is to serves as a senior intelligence analyst and subject matter expert engaged
in the technical analysis and production of information obtained and processed from multiple intelligence sources in
support of live, live-virtual, and virtual Combat Air Forces (CAF) intelligence training.
Duties
-Plans, organizes, and directs the activities of the unit, ensuring compliance with legal and regulatory requirements while meeting customer needs. Develops goals and objectives that integrate organizational and intelligence objectives. Researches, interprets, analyzes, and applies intelligence and operational policies and procedures to meet organizational mission requirements. Using one of more intelligence operations disciplines (Signals Intelligence (SIGINT), Measurement and Signals Intelligence (MASINT), Geospatial Intelligence (GEOINT), Human Intelligence (HUMIT) or other disciplines within the context of the unit's broad intelligence training mission), oversees, coordinates monitors, and evaluates the analysis and production of multisource information to exploit adversary weakness and counter adversary strengths.
-Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments.
-Provides technical guidance, advisory support, directs and assists on projects and/or major phases for broad and varied exercise operations. Performs complex, difficult assignments on an individual basis or as a team member/leader responsible for completing phases of an overall work effort. Supervises, leads, or participates in cross-discipline teams working complex programs, projects, and/or studies. Provides professional and policy direction to lower graded employees performing related work.
-Plans, directs, coordinates, reviews, and evaluates ISR operations of 64 or more annual exercises and/or events supporting CAF Intelligence Training. Manages, oversees, and integrates functions to provide intelligence and situational awareness necessary to successfully plan and conduct exercise operations in support of desired learning objectives for intelligence training. Plan and directs the collection and reporting on the most complex intelligence data to enable strategic, operational, and tactical training audiences to better understand the operational environment systematically, spatially, and temporally to orient themselves to the current and predicted situation and enable decisive action.
-Provides expert technical advice on contract and/or budget activities; developing and advocating for resource requirements. Plans and coordinates the acquisition, implementation, and integration of resources. Analyzes areas of concern, identifies problems, and uses experienced judgment and a high degree of independence to resolve conflicts. Provides expert technical advice to senior management, program managers, and other functional users. Represents the 526 IS as a technical expert on assigned program/project at various agency, AF, MAJCOM, DoD, and/or national-level committees, conferences, and working groups.

Qualifications
This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the special experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data to develop intelligence capabilities and threat assessments, interpret policy, and commit resources; knowledge of advance dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources to support large force exercises in the live, live-virtual, and virtual environments; and knowledge of security procedures to maintain control of classified material. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data to develop intelligence capabilities and threat assessments, interpret policy, and commit resources.
2. Knowledge of advance dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources to support large force exercises in the live, live-virtual, and virtual environments.
3. Knowledge of security procedures to maintain control of classified material.
4. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems.
5. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing.
6. Ability to effectively organize and analyze information; produce authoritative reports, position papers, and
briefings that are responsive to the specific needs of commanders and senior management officials; present clear and
concise findings; and effectively advocate for a position and the ability to plan, organize, and direct the functions and staff of an organization and serve as squadron's leadContracting Officer Representative (COR).
CONDITIONS OF EMPLOYMENT CONT'D:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Incumbent is subject to work other than normal duty hours, which may change daily due to operational requirements, is subject to after duty hours recall based on operational situations, may be required to carry a pager, phone, or radio during on and off duty time, and must be prepared to travel on short notice.
4. Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
