Duties

Serves as the Senior Analyst for Det 2, 318 COG. In this capacity the incumbent provides technical and intelligences oversight for the research, design, development, deployment and operation of systems and technologies through a nation-wide distributed cyber test, training and exercise range enterprise to represent operationally relevant and threat representative environments. Serves as the Senior Intelligence Advisor and Cyber Intelligence Surveillance and Reconnaissance (ISR) expert for Det 2, 318 COG. In this capacity the incumbent evaluates combatant, unified and service command cyber requirements; identifies opportunities, vulnerabilities and limitations for the integration of cyber ISR, Information Warfare (IW), and Operational Preparation of the Environment (OPE) into USAFWC events. Establishes and maintains relationships with key entities at Air Staff, Combatant Commands (COCOM), MAJCOM, Cyber Command, numbered AF (NAF), Agency, Industry and equivalent coalition organizational levels to maintain awareness of requirements relevant to optimizing the employment of cyberspace operations. Interfaces with tasking authorities and senior leadership. Organizes, develops, and defends long-range plans which involve defining broad courses of action and commitment of Det 2, 318 COG resources.

  • An advanced intelligence-related or professional/scientific degree is highly desirable.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include broad knowledge in the intelligence field with special emphasis on cyber warfare, knowledge of the intelligence processes, requirements, validation, collection, and dissemination procedures and techniques. Thorough knowledge and understanding of worldwide all-source intelligence organizations and databases is also necessary. Knowledge of various systems treating requests for intelligence, computer remote terminal operation, and basic query logic to assess data base programs, and to recommend program changes. Incumbent must be able to research and analyze complex technical problems, developing new methods and approaches to solve unique and never before seen program related problems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of AF Signals Intelligence and its relation to the national intelligence community and cyberspace operations. 2. Knowledge and experience in cyberspace operations to facilitate strategic planning, budgeting, manning and implementation of the Detachment's mission. 3. Broad/comprehensive background in intelligence of potential target systems, program management and cyberspace operations to solve unique, challenging operational and technical issues for AF, DoD, national and joint agencies, and commands. 4. Comprehensive knowledge of Nevada Test & Training Range operations. 5. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate and resolve complex issues or problems. 6. Effectively communicate orally and in writing to produce highly technical reports, position papers and briefings. 7. Effectively negotiate complex issues; resolve conflicts based on mature judgement/experience; maintain good work relationships. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
