The United States Agency for Global Media (USAGM) is seeking a dynamic and experienced Senior Project Manager to lead significant agency projects. As a key member of our team, you will play a critical role in directing and coordinating division activities within TSI and USAGM to successfully complete investments and projects that advance our mission.

Duties
As a IT Project Manager (Policy and Planning), you will be responsible for duties to include, but are not limited to:
Leadership on Significant Agency Projects:
Serve as the Senior Project Manager, overseeing critical initiatives.
Collaborate with cross-functional teams to achieve project goals.
Ensure successful project delivery from initiation to closure.
Requirements Analysis and Client Engagement:
Identify and analyze client information system requirements.
Act as the primary point of contact for client stakeholders.
Define project objectives tailored to target audiences and technical environments.
Evaluate project functional requirements.
Project Planning and Execution:
Manage the full project life cycle (Initiation, Planning, Execution, and Closure).
Develop, modify, and implement project plans for major complex agency initiatives.
Set milestones, establish work breakdown structures, define tasks, and coordinate resources.
Team Coordination and Communication:
Coordinate and manage activities of project teams.
Collaborate with client VOA and USAGM elements, as well as development specialists.
Keep Agency management informed of progress and major milestones.
Effective Communication:
Regularly communicate with VOA and USAGM client elements.
Engage directly with IT and other development specialists.
Ensure alignment of development activities with project goals.
Resource Management:
Determine resource needs (in-house or external) to support project execution.
Manage, lead, and administer project resources.
Reporting and Documentation:
Prepare periodic written reports and oral presentations on project status.
Monitor project goals, schedules, budgets, changes, risks, and issues.
Requirements
- You must be a U.S Citizen or U.S. National.
- This is a public trust position. If selected, this position requires the completion of the SF-85P.

Qualifications
Applicants must have IT-related experience demonstrating each of the four (4) competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance. Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.
Serving as a senior project manager on significant, large-scale information technology projects;
Managing the full project life cycle (Initiation, Planning, Execution, and Closure) for major IT projects;
Assisting with IT Solution Architecture planning (e.g. Preparing the Requirements Analysis, Cost Analysis and Statements of Work) for information technology procurements;
Managing procurements of external IT systems, services and/or staffing resources (Serving as a Contract Office Representative for these); and
Scheduling, developing and managing projects and resources, using Lean, Agile, Waterfall, or equivalent methodologies and tools.
Education
Education is not required for this grade level. It cannot be substituted for the required experience.
