Duties

WHAT IS THE (FMSS) FACILITIES MANAGEMENT AND SECURITY SERVICES - DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions (1) Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Security The following are the duties of this position at the full working level. Security Liaison/Primary Point of Contact 50% Liaises with the FMSS, Internal Management Document office to coordinate all authoring, reviews and publishing of internal management documents including policy, procedures, forms, and delegation of authorities. The employee reviews, prepares, maintains all Security internal management documents, develops internal plans, processes, and training for executing internal document management responsibilities and communicates requirements to document operations and update policies and procedures as prescribed by policy. Consults with FMSS audit and other audit management stakeholders to review, advise, and coordinate timely and effective responses to address audit findings, recommendations, and corrective actions to Government Accountability Office (GAO), Treasury Inspector General for Tax Administration (TIGTA) and all security related audit inquiries. Develops and implements internal procedures for responding to audit inquiries, meetings, and implementation of corrective actions during the Lifecyle of the audit. Leads/Facilitates the NIST Control and Active Shooter working groups and participates on other taskforces groups to communicate Security front office goals and objectives, ensures stakeholder engagement, develops, and monitors action plans and problem solves to reach consensus on long standing issues. Engages in high-stakes negotiations with internal departments and external agencies to resolve complex security issues, align objectives, and secure cooperation on security initiatives. This includes interpreting and applying advanced security principles and theories to influence the development and implementation of significant security policies and programs, current project example IRS wide guard service study, policy change, deployment, management, and the development of new measures, metrics. Negotiation involves overcoming resistance, reconciling divergent viewpoints, and achieving consensus on contentious or sensitive matters. Current example meeting all criteria - MP/PE Controls with IT Cyber, Treasury. Establishes and maintains strategic relationships with counterparts in other agencies (Treasury, FPS, TIGTA, and others), industry partners (Indentiv, etc), and other organizations to exchange information, collaborate on security best practices, and coordinate on joint security efforts. This includes participating in inter-agency working groups (OCR collaboration with DHS FPS, DHS ICS, TIGTA) and DHS ISC Working Groups, task forces (intelligence gathering/sharing with DHS FPS, TIGTA, Treasury and general DHS), and committees to represent FMSS interests and priorities.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-13: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrates applying comprehensive and expert knowledge regarding the safety and security of personnel, facilities, and assets. Experience providing counsel to leadership on all aspects of physical security, incident management, security assessments, policy development, modifications, and analysis. Experience must also include providing technical advice and assistance on physical security matters. Experience applying research on emerging technologies, new emerging threats, incident trends, policies, procedures, and practices by assessing and developing assessment reports to address effectiveness of existing countermeasure requirements and mitigation strategies and proposing appropriate enhancements when warranted. TIME-IN-GRADE REQUIREMENTS FOR GS-13: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
