This position is located in the USDAs Office of Chief Information Officer (OCIO). This position is in the United States Department of Agriculture (USDA), Office of the Chief Information Officer (OCIO), Office of the Director, Personnel Security Office.
Duties
Manages the investigation adjudication program for the agency, including applicants, political appointees, senior officials, foreign service officers, general schedule employees, contractors, expert consultants, and others.
Advises USDA and other Department facility managers and systems owners on authorizations and eligibility for facility and system accesses.
Determine the adequacy and completeness of investigations and evaluate the authenticity, veracity, and pertinence of the data presented for the adjudication process.
Serves as the source of authoritative information for the most sensitive and complex classified cases and counterintelligence issues, procedures, relevant case law, and practices.
Recommends methods for enhancing efficiency of security systems, applications, and databases.
Oversees storage and maintenance of active and inactive personnel security case files containing sensitive and personally identifiable information (PII).
Develops communication strategies to inform employees and stakeholders about new or updated policies, translates policies into operational procedures.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
At the GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Personnel Security Specialist. For this position, the specialized experience includes all of the following: 1. Overseeing the National Background Investigations System (NBIS) electronic application (eApp) process, staff accesses, document review, clearance requests, and electronic delivery of completed investigations; 2. Ensuring appropriate funding sources are determined and allocated for investigations invoice billing; 3. Implementing national level guidance in agency standards, guidelines, or policies for major security programs; and, 4. Managing the OCIO Population assigned to National Security positions (Special Sensitive, Critical Sensitive, and Non-Critical Sensitive); coordinating with DA Office of Homeland Security (OHS), Special Security Office (SSO), and other external intelligence agencies.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Education
There is no education substitution for the GS-14 grade level.
