About the Position: Serves as Facility Operations Specialist for the USASOC - Special Operations Training Detachment (SOTD) (stationed at Ft. Polk, LA) responsible for managing the allocation of space, offices, equipment, and coordinating various activities and tenants.
This position is a TERM Not to Exceed 3 years. It is time-limited and may be extended up to a maximum of eight years. This position may be made permanent without further competition (see Additional Information).
Duties
Gather, assemble and analyze data related to facility requirements, safety considerations, and special security measures to devise solutions related to assignment of facilities, planning for future construction, and space utilization.
Estimate engineering costs using data such as labor and supply costs, the age and condition of facilities, and the extent of repairs and remodeling required.
Relocate units from one facility area to another, to include conducting unit site surveys.
Prepare work packages which include drawings of existing areas involved, changes required, and detailed descriptions of the work equipment involved to plan and assign work.
Communicate orally and in writing with senior staff and personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a TERM position a Statement of understanding will have to be signed.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) gathering information on acquisition, assignment, termination, and utilization on organizational facilities; 2) developing plans, programs, and budgets for minor and major construction, maintenance and repair of facilities, and contractor oversight; 3) managing a maintenance program for an office or other special-purpose installations such as planning maintenance activities or developing preventive maintenance programs; 4) conducting surveillance activities over construction or maintenance operations; And 5) performing maintenance or construction work, such as estimating material and labor costs for a variety of construction or maintenance projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in engineering, industrial arts, property management, or business administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
