The San Diego VA Health Care System is currently recruiting a Program Specialists in the Quality Management Service (QMS). The Program Specialist is an integral part of the service leadership and participates in management and planning activities of the service. The incumbent has the authority to carry out routine activities and make decisions in collaboration with the QMS Service Chief, Deputy Chief, facility Risk Manager and facility Patient Safety Managers which affect the service operations.

Duties

The incumbent serves as the Program Specialist in the Quality Management Service (QMS) at the VA San Diego Healthcare System (VASDHS). QMS reports to the Medical Center Director. The incumbent reports to the Deputy Chief and Chief QMS. Major Duties may include be not limited to: The incumbent plans, develops, and implements programs in compliance with the requirements of the service. Develops training materials, presentations, and information packages with meticulous attention to detail, for the service/facility QMS Programs, which are varied and complex, and permeate VASDHS. Updates and maintains all service SOPs and standardized checklists for these programs. Responsible for coordination of all administrative aspects of the facility's Quality Management Service. Purchase Card Holder for the Service and is responsible for complying with Federal and VA Acquisition Regulation and policies. Service Training Coordinator and Talent Management System (TMS) Administrator, responsible for maintaining the Service Training Files for all staff, generating reports to monitor staff compliance with training requirements. Participate in personnel management functions including recruitment, employee relations, employee awards, pay/leave administration, training, travel, EEO Programs, Workers Compensation, labor-management relations information, and performing necessary research related to human resources management issues. Process all administrative tort claims, small claims, lawsuits, National Practitioner Data Bank Reviews, and protected peer reviews. Maintain database of Patient Safety Event Reports and prepares trended data analysis. Maintain accurate and up-to-date Patient Safety Alert and The Joint Commission Sentinel Event Alert folders along with necessary supporting documentation to demonstrate facility compliance with alert recommendations/requirements. Develop and maintain databases and statistics related to tort claims management, Patient Safety Event Reports, patient safety/root cause analysis, aggregate reviews, Patient Safety National Alerts, TJC Sentinel Event Alerts and National Patient Safety Goals. Prepare and assemble charts, graphs, data reports, narrative and statistical materials utilizing various computer software applications to support the activities of the service and major hospital-wide Risk Management and Patient Safety Programs. Responsible for directing the distribution of highly sensitive Risk Management and Patient Safety information with critical deadlines both within the service as well as to other departments affected, which includes the facility, VISN 22 and National VA Program Offices. Prepare formal correspondence for the Director's signature that is sent to patients, providers, Regional Counsel, Assistant U.S. Attorney's Office, VISN 22 and National Program Offices and tracks responses. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: One-year current high-level proficiency with data extraction from a variety of VHA programs and tools, data display (using statistical tools), data analysis, and detailed report preparation; this includes SharePoint management, SQL, Pyramid, Microsoft Office products (specifically Excel), etc.; Demonstrated ability to develop, analyze, and display Strategic Analytics for Improvement and Learning (SAIL)/VHA performance measures data; Demonstrated ability to accurately and expeditiously assemble voluminous, complex records and reports such as Administrative Investigations, Tort Claims, National Practitioner Data Bank review files, Protected Peer Reviews, Root Cause Analysis reports, Aggregate Reviews, etc.; Three-years current administrative experience in the Quality Management Program, for example the Risk Management Program, the Patient Safety Program, and Accreditation Programs, etc. with exceptional customer service and communication skills; Demonstrated ability to accurately prepare, track and route formal correspondence, policies, and/or reports, from the Service or facility's Executive Leadership Team to appropriate internal and external parties, (i.e. patients, providers, VISN, Regional Counsel, Assistant U.S. Attorney's Office, etc.); Minimum two-years current Service or Section administrative experience with information technology, entry and tracking of work orders, timekeeping (VATAS), purchase card management, and TMS administration; Demonstrated outstanding organizational skills, with ability to successfully adhere to deadlines, often in the setting of fluctuating priorities; Demonstrated professional relationships with supervisors, co-workers, and others in the organization are consistently courteous and cooperative in nature and, overall, contribute to the effective operations of the workplace and the development of a collaborative working relationship. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first two (2) years of graduate study) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Physical Requirements: The work is basically sedentary, although there is some walking, standing, bending and/or carrying of light items.
