This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY), Position Description Number D2054000 and is part of the OH G1 Health Services, Ohio Army National Guard.
This position serves as the senior personnel NCO and has responsibility for overseeing and ensuring the accomplishment of work performed in the areas of personnel management and administration.
Duties
As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-9, you will perform the following duties:
Serves as an advisor to the commander and staff on the brigade human resources (HR) program. Interprets policy and provides procedural guidance to the commander, staff members and individual military members. Keeps current on and ensures the implementation of new policy statements, regulations and directives. Develop guidelines and operational procedures to implement changes to policies and programs directed by higher headquarters. Researches and resolves difficult HR personnel problems and questions, including those where guidance is only partially relevant or is incomplete. Accomplishes a variety of statistical data/reports, analyzes the information, identifies trends, and makes recommendations to assist in HR management decisions. Conducts staff visits and provides training, guidance and assistance to military members at the Brigade and subordinate units. Serves as the technical expert on a variety of administrative matters (e.g. format for directives and standing operating procedures, general office procedures, filing systems, reference libraries, etc.).
Assists in the preparation for and executes command level inspections of subordinate units in the area of personnel and administration. Identifies trends and develops recommendations based on analysis of subordinate feeder information, recurring reports, and findings of assistance visits and inspections.
Accomplishes or reviews a variety of military HR transactions including appointments, enlistments, flagging actions, reassignments, separations, promotions, duty assignments, transfers, medical evaluations, security clearances, awards and decorations, retirements, etc., and forwards actions to a higher level military personnel office. Provides guidance, reviews, and monitors the timely completion of enlisted evaluations. Prepares and forwards officer evaluation reports. Provides information and assistance to personnel at higher and subordinate levels tasked with completing such transactions. Provide guidance to subordinate unit personnel pertaining to applications for passports, and the publication of required personnel orders. Review documents and data for individual mobilization packets.
Implements the Enlisted Promotion System (EPS) at the command level. Establishes suspense dates for subordinate organizations for the completion and submission of EPS data. Review electronic records prior to submission to higher headquarters for quality and completion. Validates the preliminary enlisted promotion consideration list to ensure all eligible personnel for consideration are included and submits any changes to the state level enlisted promotion manager. Coordinates and publishes all requirements for Command level enlisted promotion boards as required.
Controls the organization's medical readiness programs. Monitors the status of health assessments within the organization and ensures appropriate scheduling and completion. Ensures the timely completion of and reviews LOD investigations. Provide technical guidance to subordinate unit administrative personnel in the preparation of formal and informal LOD investigations. Functions as a technical advisor to appointed investigating officers and subordinate commands on the completion of formal LOD investigations. Reviews and makes corrections to packets prior to submission to medical review and profile boards. Assists subordinate units in coordinating with civilian and military medical authorities for required supporting documentation. Provide technical guidance to subordinate unit personnel in the preparation and submission of incapacitation pay packets.
Prepares and forwards required documentation for officer promotion packets for required state and federal board actions. Conducts records review with officers and updates records in preparation for upcoming officer board actions.
Provides guidance to organizational personnel and dependents concerning benefits and entitlements, i.e. career progression, bonus programs, educational opportunities, retirement, etc.
Provides administrative support to potential applicants and evaluates qualifications for officer/warrant officer appointment packets. Renders authoritative explanations of regulations, methods, procedures, and exceptions involved in individual cases.
Reviews and/or assembles supporting documentation required at higher levels when processing actions such as involuntary order to active duty, courts martial, fraudulent enlistment, non-selection for retention, administrative discharges, etc.
Performs other duties as assigned.

Qualifications
SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.
