This National Guard position is for a HR SPEC (HRD), Position Description Number T5029000 and is part of the OH HRO HQ, National Guard.
The purpose of the position is to serve as the state Human Resources Specialist (Human Resource Development) for in-house, resident, distributive learning, and distance learning courses.
Duties
As a HR SPEC (HRD), GS-0201-11, you will perform the following duties:
Serves as the state's principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations. Provides guidance and advisory services to operating managers in analyzing and proposing solutions to human resources management problems. Has frequent contact with supervisors, managers and bargaining unit employees regarding training opportunities. Relied on by management officials to provide comprehensive guidance and advice in areas such as: self-development activities, mandatory courses, individual development plans, performance improvement plans, Professional Education Center courses, Management Development Center courses, supervisory courses, and technician retirement courses. May provide guidance for Continuation in Service Agreements, available funding, and college tuition. Identifies courses, by evaluating mission requirements and cost considerations as they pertain to training objectives.
Develops policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations. Provides advice and guidance on technician training issues related to program requirements to successfully accomplish the state National Guard mission. Advises and provides direction to senior staff and organizational managers concerning possible areas of improvement, providing ideas from private industry, other government organizations and/or other states.
Continually evaluates in-house courses to determine where guidelines need to be developed, course materials modified, and how students could better be served. Evaluates and analyzes feedback from students and students' supervisors revising learning objectives, visual aids, and handouts as required. Analyzes vendor proposals to ensure quality course content and cost effectiveness. Formulates, develops, implements and administers new or modified policy, systems, methods, and guidance on a variety of functions based on analysis of new or proposed laws, regulations, and policies to determine the impact on training and/or travel of technicians.
Ensures optimum use of and control of Army National Guard (ARNG) and Air National Guard (ANG) federal financial resources. Ensures all expenditures are in compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, and local policies. Serves as primary Government Purchase Cardholder for Training within the state. Designs and sends out annual training need survey. Analyzes survey results. Assists in developing and providing justification for the annual training budget and mission travel budget. Serves as a consultant to other directorates in planning and conducting in-house training and serves as course administrator for courses conducted by HRO to include contracting for speakers, instructors, facilities, refreshments, advertising, documenting attendance and analyzing evaluations. Serves as state quota management officer for National Guard Professional Education Center courses and OPM development center courses. Involves requesting quotas and prioritizing attendance.
Analyzes management information requirements and develops, revises, and adapts reporting systems to provide appropriate information to key personnel including NGB, OPM, and other government agencies. Procures, maintains accountability, and currency of training materials. Stores training aids, visual aids, staff library, and other training materials, supplies and equipment required to support the technician-training program. Serves as liaison between ARNG and ANG in workforce training. Recommends combining like training when feasible and advantageous for cost sharing between the two services. Serves as subject matter consultant to outside organizations converting traditional classroom courses to distributive learning and distance learning formats.

Requirements

Qualifications
SPECIALIZED EXPERIENCE: 1 year equivalent to at least GS-9
OR
A combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
