THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (EMPL BEN), Position Description Number T5019000 and is part of the OH HUMAN RESOURCE OFFICE, National Guard. Primary purpose of position is to manage the National Guard Bureau's Workers' Compensation Program (NGBWCP) in a designated region of 4 to 10 states.

Duties

As a HR SPEC (EMPL BEN), GS-0201-12, you will perform the following duties: 1. Builds positive working relationships with the NGB Technician Personnel Office, all levels of DOL and state Human Resources Offices (HROs). Serves as a foundation element in the implementation of an aggressive Federal Compensation Act (FECA) regional program, in order to limit the number of National Guard (NG) technicians assigned to permanent disability rolls. Interacts with NGB human resources personnel, DOL OWCP caseworkers, medical examiners and investigators, NG Youth Challenge leadership, HROs and Injury Compensation Program Administrators (ICPA) to process OWCP claims and resolve questionable complex OWCP cases. Guides Injury Compensation Program Administrators (ICPAs) in the development and preservation of support teams, consisting of Safety Specialists, Occupational Health Nurses, unit-level FECA members and others to successfully reduce work-related injuries. Enlists the support of senior state NG leadership, including the state's Adjutant General (AG), Assistant AG's, Chiefs of the Joint Staff, commanders, managers, supervisors and labor representatives to examine and employ all available FECA return-to-work options, including light duty and reemployment in qualifying equivalent positions. 2. Trains newly assigned ICPAs on all existing FECA, OWCP and NGB directives and guidance pertaining to the initiating, processing, adjudicating or investigating of state NG OWCP claims. Develops educational materials and presentations on standardized practices for state ICPAs. These include, but are not limited to, injury claims submission and tracking, medical bill processing, injury prevention, compensation program implementation and administration, job offer and reemployment procedures and fraud reporting. Provides recurring training updates to ICPAs. Establishes and implements procedures for the routine communication of information concerning injury compensation programs to state HROs, NG Youth Challenge and other technician program directors, ICPAs, supervisors, and employees. Conducts compliance reviews of all state programs, including NG units, facilities and NG Youth Challenge and other technician programs. Assesses injury compensation program effectiveness and costs. Provides up-to-date regional program procedural changes in a timely manner. Ensures states are developing program policies and procedures relating to injury claims submission and follow-up light duty programs, employee benefits and services, restoration/reemployment rights and placement/job referral assistance. 3. Provides management advisory and consulting services, through staff assistance visits and business communication avenues, concerning FECA and OWCP policies and procedures that correlate to program reviews. Provides recommendations to states on the formulation, planning and administration of injury compensation and safety programs based on applicable directives. Makes recommendations for appropriate solutions, improvements and management controls for problems associated with individual cases. Advises and assists states in developing and conducting aggressive FECA injury reduction and cost containment programs. Reviews injury compensation case files and collects statistical data by accessing all available sources of injury data. This includes, but is not limited to, DOL Agency Query System (AQS), the Defense Injury and Unemployment Compensation System 2000 (DIUCS2000) hosted by the Civilian Personnel Management Service (CPMS), the ACS Medical Bill Processing Portal through the DOL and CPM's Electronic Data Interchange (EDI). Ensures medical and compensation payments are chargeable to NGB. Identifies claim data errors and coordinates with OWCP staff for correction. Assists states in reviewing chargeback listings to ensure proper billing. 4. Analyzes, interprets and reports to NGB and assigned HROs data and information related to program claims processing, reviews, conducts assistance visits, and overall injury compensation program success at meeting cost containment goals and effectiveness and efficiency objectives. Reports to NGB on the impact of current laws, DOL rules and related rulings and NGB policies with respect to injury claims submission and processing. Submits monthly reports to NGB that include all trip reports, fact-finding reports, significant actions/events and statistics. Expedites congressional inquiries and other sensitive correspondence forwarded by NGB. Responds to questions and advises states on problems and status or appeal decisions on OWCP cases. 5. Requirements

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Position designated as Essential Personnel; may be subject to duty in preparation for, or in response to, a state emergency/disaster declaration. Designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.

GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
