This position is located in the Department of Homeland Security, United States Coast Guard, Force Readiness Command (FORCECOM), Business Operations Division, Business Technology Management Branch (FC-Btm), in Norfolk, VA.

Duties

As Program Manager, the incumbent is responsible for the planning, organization, execution, and coordination of the US Coast Guard Learning Management System (LMS) acquisition and ultimate sustainment of the program(s), in accordance with approved charters and applicable policies and procedures.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.Typical work assignments include:

Requirements

  • U.S. Citizenship is required.
  • The position may require a one-year probationary period.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • Obtain/maintain DHS Acquisition Program Management Level III Certification.
  • Obtain/maintain Federal Acquisition Contracting Cert. FAC-C Level III.
  • Occasional travel by air and by land is required.

Qualifications

Applicants for the GS-14 grade level must possess one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples include: Managing/supervising an engineering or technical function or organization and making or participating in making decisions as to the impact of changing priorities, attention to work progress and adjustments in plans and schedules; experience recommending long range plans for operation of diverse programs and projects; experience with detailed resource requirements to present policy options and recommendations where proposals involve substantial resources, extensive changes in established procedures, or in the phasing of projects in and out; experience with activity based costing to develop criteria to determine the best use of resources or to contract for services depending upon personnel, equipment, and capital investment requirements.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
