Serves as N9 Region Director for Fleet and Family Readiness (FFR) programs in the Fleet Readiness Division of COMNAVREG MIDLANT NORFOLK, responsible for operations of Regional FFR programs that include: Family Readiness (Counseling, SAPR, Family Life); Fleet Readiness (Morale Welfare and Recreation and Galleys); Housing (Unaccompanied and Family); Wounded Warrior; Child/Youth Programs; and Non-Appropriated Fund Support (Human Resources, Financial Management, Marketing, and Facility Maintenance).

Duties

Responsibilities: You will exercise delegated authority to oversee the overall planning, direction and timely execution of all FFR programs which are each managed through separate subordinate organizational units. You will develop regional organizational structure, policies, goals, and objectives for specific FFR programs in coordination with Navy Installation Commanding Officers, Navy program managers, and CNIC. You will initiate program audits, inspections and facility evaluations as required to ensure effectiveness, efficiency and fiscal soundness of FFR operations. You will develop and implement new Quality of Life concepts to improve operational efficiency, reduce costs, achieve Navy goals, and increase program quality.

Requirements

  • Must be a US Citizen.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • If a current DoD Federal Employee: Must provide a copy of your most recent Personnel Action Report (PAR) or SF-50

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. A qualified candidate must possess the following: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 equivalent grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing policy, overseeing budget/program execution, staffing, and program support to ensure technical guidance and operational process integration across multiple diverse and significant programs; 2) Ensuring programs are in compliance with policies, laws and regulations relating to program objectives; 3) Developing and implementing new concepts to improve operational efficiency, optimize financial performance, achieve organizational goals, and increase program quality; 4) Coordinating plans and actions to resolve complex issues characterized by controversy and which have significant Regional, organizational impact. (NOTE: Your answer must be supported by information in your resume.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
