You will serve as a SUPERVISORY PROGRAM MANAGER in the COMMANDER, NAVAL AIR FORCE RESERVE (COMNAVAIRFORES), DEPARTMENT OF NAVY (DON) ECHELON III MAJOR COMMAND of COMNAVAIRES.

Duties

You will serve as the full-time Executive Director for COMNAVAIRFORES in the absence of the Commander and Deputy Commander acting on their behalf for various program functions. You will indirectly supervise approximately 25 civilian employees, including serving as senior rating official for additional staff employees ranging in grade level from GS-6 to GS-13. You will provide technical guidance and direction to military Deputy Chiefs of Staff, Special Assistants, and executive level oversight over subordinate Echelon IV and V command operations. You will direct, coordinate, or oversee work of subordinate supervisors or team leaders or contractors. You will exercise significant responsibilities in dealing with other unit or organization officials or advising higher ranking management officials. You will direct, supervise, and coordinate the work of the staff and is responsible for the staff’s efficient functioning through the Deputy COS (DCOS), Special Assistants (SA) and Flag Office Support Staff. You will assign major tasks to the DCOS’ and SA’s to ensure their most expeditious and efficient accomplishment. Keeps the Commander and Deputy fully informed on matters relating to the tasks assigned to the staff for action. You will interface with Echelon III, IV and V commanders on issues including Hotline complaints, Congressional inquiries and JAGMAN investigations. You will apply sound, independent judgment as the Executive Director to ensure the organization, administration, training, readiness and operations of COMNAVAIRFORES are carried out ethically, efficiently and effectively.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Drill Weekend work may be required.
  • Overtime may be required. (10%)
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Travel may be required. (25%)
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery experience in manning, training, and equipping Force Reserves with the highest quality Global Force Management deployers, deployment enablers, and Squadron Augment Unit forces that win in combat. Senior executive-level experience with program management theories, principles, practices, laws and regulations serving as a Command's senior authority, formulating program policies and procedures and integrating and balancing program requirements within overall management and programmatic goals. In-depth experience and a wide range of strategic theories, regulations, procedures and precedents in identifying interrelated problems, drawing conclusions, recommending appropriate courses of action in the Planning Programming Budgeting System (PPBS) and in Program Objectives Memorandum (POM) and Program Review processes. Experience planning work to be accomplished, setting and adjusting short- and long-term priorities, and preparing work completion schedules. Extensive experience developing, overseeing, and managing fiscal programmatic and budgetary requirements and military construction requirements. Experience evaluating, reviewing and analyzing programs or program segments in terms of the utilization of funds, delays, slippages, overruns and the resolution of problems regarding PPBS processes.
