This position is located at the Whiteriver Service Unit (WRSU) located in Whiteriver, AZ. The incumbent serves as the Assistant Director of Public Health Nursing (ADPHN) responsible for assisting with all aspects of supervision of the total public health nursing services within the service unit or facility to which incumbent is assigned. Duties include diagnoses and investigates, identifies outcomes, plans, implements, and evaluates a comprehensive public health nursing program.
Duties
Works under the direct supervision of the Supervisory Community Health Nurse in developing department goals and for accomplishment of work planning, direction, and performance evaluation.
Assist in formulates and implements overall community health nursing programs and plans to satisfy priorities for services, health care objectives and varying patient load requirements.
Ensures regular, ongoing assessment and evaluation of the health status of population using data and community health assessment tools, such as demographic data, community resources, field investigations, epidemiological studies, surveys, and field visits, special research projects and other analysis.
Participates in Performance Improvement activities, workshops and meetings, which pertain to administrative matters, Infection Control program, Risk Management issues, continuous quality improvement and other management topics.
Assist in maintaining the program budget that includes nursing and ancillary personnel, equipment, supply purchase, travel, training, care and services.
Performs Public Health nursing care duties as needed to maintain nursing skills and cover staffing shortages. Duties shall include providing nursing care services to individual eligible for services provided by the IHS in home, schools, clinics, job sites, and other local community members within the Whiteriver Service Unit.
Assist in planning and is responsible for training programs for nursing students and Tribal health workers. Incumbent will actively participate in providing education to the service population regarding the IHS and the SU's mission and service availability to the various communities.
Qualifications

Education
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure
For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
GS-0610-11 Grade Level:
At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program. Examples Include: Assisting with all aspects of supervision of the total public health nursing services at either the Tribal, City, County, State or Federal level; provide supervision, leadership, and direction of subordinate staff, maintain the continuity and effectiveness of nursing services, to insure delivery of quality patient care, and to serve as a role model for professional nursing; responsibilities assuring that nursing care is provided and for accomplishment of work planning, direction and performance evaluation and/or direct supervision of temporary and permanent professional nursing employees. Perform nursing care duties as needed and providing community/public health nursing services to individual eligible for services; assist in conducting epidemiological and community surveys, field investigations and research studies to appraise health needs; planning and developing the a Community Health Nursing program for Public Health focus areas; performed physical and psychosocial assessment and reassessment of varied age clientele that includes infant, child, adolescent, adults and geriatrics.
SUPERVISORY ABILITIES: This is a supervisory position and candidates, in addition to the qualification requirements described above, must have demonstrated in their work experience or training, that they possess, or have the potential to develop, the qualities of successful management, as required for the position.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
