Duties

As a NUCLEAR POLICY MANAGER (Hi-Level Support) at the GS-0301-13/14 some of your typical work assignments may include: Serves as the Nuclear Strategy Division lead providing support and input to the Directorate pertaining to interactions with the Nuclear Weapons Council (NWC), the NWC Standing and Safety Committee(NWCSSC) and the associated supporting elements. Participates in the management, execution or implementation of requirements stemming from Presidential Policy Directives dealing with nuclear weapons command, control, safety, security, and nuclear weapons employment planning. Authors original nuclear operations thought pieces to include but not limited to nuclear deterrence, strategic deterrence, policy, weapons systems trade space and risk. Keeps the Directorate and Agency informed and aligned to the "nuclear portions" of National and DoD strategy, policy, and guidance documents -- includes Joint Strategic Planning System processes and products and Planning, Programming, Budgeting and Execution System. Develops and manages implementation of concepts, policy guidance, and critical operations for national continuity-related activities for the Directorate. Performs analyses of Agency and Directorate's plan for strategic capability employment and assures current and future strategic force structure and capabilities. Conducts complex system analysis, systems engineering, vulnerability analysis, planning, and program and budget analysis of complex military systems. Coordinates with high-level government offices and agencies to ensure that responses, standards, and procedures are current and promote national defense. Participates in and leads the analyses of U.S. nuclear forces structure, posture, plans and capabilities in national security requirements. Performs broad and extensive study assignments related to government nuclear weapons programs and policies which are of significant interest to the public and Congress.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Organizing and managing multiple, fluctuating projects related to nuclear deterrence, national nuclear policy, and doctrine; Assisting with the development & implementation of nuclear deterrence, nuclear command, control and communications (NC3), and related strategies, and; Experience implementing extensive changes to established procedures or policies related to nuclear deterrence, national nuclear policy, and doctrine You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Extensive experience analyzing work conducted by policy, doctrine and nuclear command, control and communications (NC3) experts, partner academic, think tank, and other nuclear and/or deterrence development entities; Expert knowledge in developing & implementing nuclear deterrence, NC3, and related strategies for broader acceptance, and; Extensive experience planning and scheduling ongoing nuclear policy, strategy & NC3 development work on a weekly and monthly basis and direct assignments of similar duration. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
