This position is located in the Agricultural Marketing Service, Office of the Deputy Administrator (ODA), Dairy Program. As Associate Deputy Administrator (ADA), the incumbent plays a critical role in advising the Deputy Administrator (DA) on key management issues and decision-making processes based on expert knowledge of the substantive program and administrative activities of the Dairy Program.
Duties
The duties may include, but are not limited to:
Reviewing and evaluating overall program operations for the purpose of appraising their effectiveness, determining their deficiencies, and initiating necessary changes.
In consultation with the DA, represents the Program in establishing, developing, and maintaining relationships with the public, governmental, and employee groups.
Fully participates with the DA in analyzing suggestions made by interested groups and individuals for the improvement of program administrative services and implementing those that will improve program service delivery.
Provides the first line of supervision for all activities of the program Directors.
Approves recruitment actions and hiring selections, promotions, or reassignments.
Identifies training needs of subordinates for their continuing development and ensures Individual Development Plans are implemented in accordance with Departmental and Agency guidelines for all Program employees.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 GRADE LEVEL FOR THE 0301 JOB SERIES: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience with dairy industry stakeholders in formal and informal settings.
Experience with managing appropriated and user fee budgets.
Experience simultaneously managing multiple projects and project teams.
Experience with Congressional relations.
Experience managing employee relations matters.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
