This position is assigned to the Central Virginia VA Health Care System, Primary Care Service Ambulatory Care Clinics, in Richmond Virginia. The Lead Medical Support Assistant (LMSA) position serves as the Lead Clerk for the VHA Patient Aligned Care Team (PACT) initiative. Patient care is delivered in a team-based model known as the teamlet. Members of the teamlet include the MSA, a Registered Nurse Care Manager, a Licensed Practical Nurse/Licensed Vocational Nurse and a primary care provider.
Duties
Duties include but are not limited to:
Assures MSA staff explain the VA's mandate to collect insurance information to veterans, their families, and other eligible patients. Assures staff collect, scan, and update health insurance information serving a leading role in the revenue process. The Lead MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e. PACT, Specialty, C&P) and performs all related duties as noted.
Assists staff with a variety of clerical duties in one or more outpatient clinics that provide a variety of medical services.
Supports patient safety standards using the correct Veterans Affairs identification of all patients using two forms of identification, name and full Social Security Number.
Performs a variety of supervisory administrative functions associated with patient care and treatment in one of several clinics performing a variety of medical services.
Has knowledge of quality assurance/performance improvement principles and is responsible for assuring these administrative functions are carried out in the performance of their duties.
Provides excellent customer service and must adhere to VA local, National and Service policies and procedures.
Assists with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs.
Must be able to train staff on the requirements of VHA Scheduling Directives and complete accurate scheduling responsibilities:
Schedule appointments and utilize the Electronic Waiting List accurately in a timely manner. All appointments will be made with the patient's input, either in person or by phone. This may require a high level of coordination to avoid patients having to make multiple trips to the medical center or clinic whenever possible.
Notifies his/her supervisor when clinic access is less than desirable or if an individual patient cannot be scheduled within mandated clinic timeframes.
Daily reviews of active/pending consults, Electronic Wait List, Recall list and Audio care communications for accuracy and disposition.
Work Schedule: 7:30am-4:00pm, 8am-4:30pm, 8:30am-5:00pm (Monday thru Friday)

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education: (1) Experience - Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education.
English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: For Lead Medical Support Assistant, GS-7: One year of experience at or equivalent to the next lower grade level GS-6. In addition to the Basic Requirements defined above, the incumbent must demonstrate the following KSAs:
Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff.
Ability to provide staff development and training.
Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

The full performance level of this vacancy is GS-7.
Physical Requirements: There are no specific physical requirements. The work performed is predominately clerical in nature and requires no special physical standards. The work is usually performed in an office setting.
