You will serve as a Postal Operations Specialist (OMM) of NAVSUP FLC NORVA GF.
Duties
You will be responsible for administration of the Navy official mail cost control program and oversight of the installation’s official mail function.
You will issue and enforce mail policies to commands and work with the various commands to analyze and determine requirements.
You will perform a variety of postal duties including acceptance, screening, sorting, and distributing incoming mail (USPS, FEDEX, UPS, DHL and other premium carriers).
You will analyze and track workload (volume/ type of mail), current mail handling procedures, and cost of operations.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing the ability to plan and direct the administration and coordination of an extensive mail management program, organize, establish, and direct such a program, and exert guidance and leadership in securing mail management objectives. I have experience ensuring that all operations comply with mail (USPS, FEDEX, UPS, DHL and other premium carriers) procedures and inter-office correspondence. Examples of specialized experience include: 1) Utilize a knowledge of United States Postal Service (USPS), Department of Defense (DoD), and Department of the Navy (DON) directives, regulations, laws, and practices pertaining to postal operations; 2) Research and investigate new or improved business management practices affecting mail distribution/handling; 3) Maintain a technical training program for employees to perform mail center functions and to maintain proficiency in those functions, including the security and safeguarding of mail; 4) Analyze and track workload (volume/ type of mail), current mail handling procedures, and cost of operations.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a master's or equivalent graduate degree, LL.B, J.D., or have completed two full years of progressively higher graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.GS-09
COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
